VAN DER VAART MICHAEL SCOTT Date: July 5, 2016 To: Jay Zimmerman, Director Division of Water Resources From: Michael Scott, Director Division of Waste Management RE: Establishment of New Interim Maximum Allowable Concentrations (IMACs) With this memorandum, the Division of Waste Management (DWM) submits proposed interim maximum allowable concentrations (IMACs) for five chemicals to the Division of Water Resources (DWR). The different programs within DWM are involved in the assessment and remediation of releases of these chemicals to groundwater. Therefore, DWM requests IMACs for target cleanup levels. The types of sites overseen by DWM include, but are not limited to, chemical and furniture industry, abandoned chemical sites, agricultural chemical releases, landfills, metalworking, wood treating, printing, plating and military facilities. The requested IMACs are for chemicals encountered at these types of sites. For example, DWM encounters solvents in groundwater at furniture manufacturing and restoration, textile, wood treating, landfill and paint and printing sites. Pesticides, herbicides, intermediates and solvent carriers are encountered at sites where agricultural chemicals have been stored, disposed or spilled during mixing. Several of the listed chemicals are associated with explosives found at military facilities. In addition to direct releases, some contaminants change the chemistry of the subsurface soil and mobilize naturally occurring metals. Concerning agricultural chemicals, DWM only has authority to require remediation where the contamination is not due to normal application. However, we understand DWR and the Department of Agriculture may want to be aware of cases of contamination due to normal application of pesticides for protection of water quality and restriction of pesticide use. I hope this explains DWM's need for developing IMACs for a more expanded list of chemicals than presently exists. A list of the proposed IMACs is included on the next page of this memorandum.
