2009-2010 fiscal Year Request
In DWQ's efforts to be responsive to our NPDES facilities, certified laboratories, and EPA, we are requesting a
commitment from your office to monitor 20% of the maior NPDES permit Folders in your region each federal fiscal
year. Our coal is to monitor all major permits within a 5 year period.
As of March 2010, ATU determined that there were 27 major permit Folders ill Your area with toxicity testing
requirements (attached). For the 2009-2010 federal fiscal year, A111 requests sampling of 6 of the major Nl't)ES
facilities. We also request split samples for at least 2 of the 6 'facilities in order for us to track the certified labs in the
state.
We appreciate your cooperation in this endeavor for the 2009-2010 fiscal veal-. A list of all major permitted facilities for
your region and the 'Coxicity Test Schedule Restriction for FFY 2009-2010 are attached. If you have any questions,

I Please indicate split tests on the sample collection forms and remember to include the identity of the lab receiving the split. This is
critical in order for ATU to identify and evaluate the split samples. Also ensure that the sample collection lorm submitted to ATU and the
chain of custody submitted to the contract lab has matching sample type (composite vs. grab, type of composite), sampling times, and
sample collector information. ATU uses only "true" splits for certified laboratory evaluations. True splits originate from a single -rab or
composite sample and are split into 2 representative aliquots far analysis by ATU and the other laboratory. Regional office staff should
make every effort to perform the sample split themselves or, at the very least, be present when the sample is split by facility staffunless
extenuating circumstances (i.e. late sample collection times, etc... ) would make it impractical. It should be noted on the sample collection
form if the regional office staff is not present at the time of the sample split
2. Samples should not be collected before 10 AM, and preferably I I AM. This is to allow adequate time for sample delivery to ATU and
preparation of samples for test initiation. If sample collection time earlier than 10 AM is unavoidable please notify XIT) staff as soon as
possible. The maximum holding time for samples (prior to initiation of the toxicity test) is 36 hours for acute test samples and 72 hours
for chronic test samples. The 61dimy time for composite samples begins at the time of completion ofthe 24-hr composite.
3. If a facility representative is present at the sample collection, note the narne of the facility representative and identify them as a facility
representative on the sample collection form. It is advised that the facility representative also sign the form.
4. If the sample is a timed composite, mark the number of samples collected per hour. If the sample is a flow proportional composite,
indicate this on the sheet.
5. In the comments section, indicate whether the sample was collected Using the regional office staff equipment Or the facility collection
equipment.
6. All samples should be iced during collection and transport. Be sure to completely fill the coolers with ice and use large Coolers WhelICvC1'
possible. This is particularly crucial for the second sample collected for chronic tests during warm weather months. as they will remain iii
the cooler until delivery to ATU on Monday morning. Also, please notify ATU staff if samples are being mailed in multiple Coolers.
