This document is being circulated for consistency review and comment by July 10, 2009. The US Army
Corps of Engineers is proposing to place approximately 20,000 cubic yards of quarried granite into a
scour hole at Lock and Dam #1 on the Cape Fear River in order to fill it. NOTE: This proposed project
is outside of the State's coastal zone in Bladen County. Nevertheless, it is subject to consistency review
since it may have a "reasonably foreseeable effect on any coastal use or resource." Your responses will
assist us in determining whether the proposed project would be consistent with the State's Coastal
Management Program. If the proposed project does not conform to your requirements, please identify the
measures that would be necessary to bring the proposed project into conformance. If you have any
