Following up from yesterday's Air Director's meeting presentation of the Region 4 Risk Management Program (RMP), I
would like to share with you an opportunity for RMP civil enforcement support by the EPA National Enforcement
Investigations Center (NB[). The National Enforcement Investigations Cantar(NB[) has e unique role in conducting
complex civil enforcement investigations and applied research and development to support science for enforcement. The
Center is the only environmental forensic center accredited for environmental data measurement activities.
NEIC is currently planning their enforcement support resources for FY 13, and are soliciting project proposals. NEIC
expects to focus FY 13 activities on projects that have a high potential for producing measurable human health and
environmental protection results, such as the Risk Management Program. Please be aware that NEIC also targets
projects that provide an opportunity to deve|op, use, or enhance unique capabilities (e.g. in-depth process evaluations,
complex analytical procedures, etc.).
Please submit FY 13 support requests to me by June 8, 2012. In your proposal please include the following:

Due to the national emphasis on inspecting RMP high -risk facilities in FY 13, I've attached your state's FY 12 RMP high -
risk facility list to assist you in developing your requests.This|istwaoAeneratadhnmtheRK8Pnatinna|databeoe
according to the EPA high -risk facility criteria (WCS population of at least 1 OOK, a hazard index of at least 25, or any
accident in its RMP 5-year accident history). You will note that many facilities have more than one row in the Excel
opnuadahaaL This happens when the facility meets at least one high -risk criterion for more than one process, when a
multiple -process facility meets the hazard index criteria (i.e., risk information for each process at such hyni|itiao is
displayed), when a facility reports more than one accident in its 5-year accident history, or when a multiple process facility
meets the accident criterion. | have also attached the DCASecurity Notice. Please control this information according to
the standard procedures for OCA information, which is explained in the attached security notice.
