The State Environmental Policy Act (G.S. 113A) requires that the Division of Environme?§f X@rmme whet?er a
proposed major agency action will significantly affect the environment. The Lower Cape Fear Water and Sewer
,Authority's Cape Fear River Kings Bluff Raw Water Puinp Station 60-Inch Parallel Intake Pipe and Screen Project is such
a major action.
In order to determine whether the construction ot'approximately 1,200 linear feet of 60 inch intake pipe and screen
structure placed parallel with an existing 48-inch intake pipe and screen structure that consists of three 27.5 MGD wedge-
wire screens with air backwash capability to clean the screens of sand and sediment will cause significant environmental
impacts, an environment assessment has been prepared. This environmental assessment is attached. It contains detailed
information on the key issues, including a brief description of the proposed project and a summary of probable
environmental impacts with proposed mitigations. None of the impacts were found to be significant.
This project has a beneficial impact of providing raw surface water for treatment in the surrounding area in place of
,round water to both municipal and industrial customers per the Lower Cape Fear Water and Sewer Authority's long teen
objectives as outlined in the original 1973 Environmental Assessment for the initial 48-inch pipeline.
On the basis of the analysis of the impacts as shown in the environmental assessment, no environmental impact statement
(F:IS) will be prepared. This FONSI completes the environmental review record. The FONSI and Environmental
Assessment shall be available for inspection and comment for 30 days at the State Clearinghouse.
Summary of FONSI for publication in the Environmental Bulletin: After completion of an environmental assessment
under G.S. 1 13A, a FONSI has been made in the case of the Lower Cape Fear Water and Sewer Authority's Cape Fear
River Kings Bluff Raw Water Pump Station 60-Inch Parallel Intake Pipe and Screen Project. Information supporting the
need for the proposed project was reviewed, along with relative impacts, other alternative approaches and mitigating
measures.
