The short of it is that they have several new legislative members (mainly Republican) that have been asking questions about why iLtakes them so long hoissue air permits as compared to other uLn1em (not sure which states — Charles mentioned (]hi»). he gave thenaonepreliminary information before Christmas (basically average processingtime, etc..], but they called back and asked for a more refined version . I'm not sure if you'll hear anymore about this through our legislature nrupprr management, but incase you doI thought you might want 0nhcaware nfthis request. Iassume that ifNCwas contacted other states were aswell. Anyhow, ifyou have any specific follow-up questions you can givenneor Charles a call. Thanks... Concerning the number ofNCDAQstaff writing non -Title Vpermits, | combined part time positions to make wholes (thus 2 half time permit writers = 1 full time permit writer) to get a grand total of 26 full time permitting positions. The breakdown of their permitting work is as follows: * 1lTax Certifications — not really apermit per se. * 28 Renewals with Modification w 416Renevva|s * 51Ownership Changes w 9 New permits (these are likely permits re -issued tofacilities that had them previously rescinded orrevoked) * l9Name Changes w 156ModiOcadons * 6l6reenfie|ds(previously unpenmhtedfacilities) 11 Administrative Amendments * 1Additional Permit w 10 PSID — note that these Title V permits are not processed by the 26 positions mentioned above. * 8 Construction Notices — these are special construction approvals which allow a facility to construct emission sources prior to receipt of an air permit. They go through a review process for approval and are not allowed to operate the sources until receipt ofa real permit. * There are other permitting actions that are also tracked such as 184 permit Rescissions and 3 Revocations. Attached is a pdf file of the report I ran to get the above data in case you need to further refine it — note that it also includes Title Vpermit actions. If you want, I can get you this report in either an Excel file or a Crystal Report file. The Crystal Report Viewer is what this report was designed for and affords some nice navigational features for getting around this 77page document.
