If this cleaning product and subsequent rinse water is completely contained to the ground surface with no potential for runoff into receiving surface waters, then I will defer the matter to my colleagues in the AP section. As I'm certain you are aware' should the product and/or rinse water (which would be considered as a wastewater) reach surface waters through a drain, ditch, or other conveyance without appropriate treatment' then it would NOT be covered under the facility's current mposs permit and likely considered as an unlawful discharge. This site does not have a general or individual stormwater permit. we had an individual stormwater permit for several years, but upon the revelation that all of the site's stormwater associated with industrial activity flows through the wposs permitted outfall OOZ' whose monitoring and limitations were more restrictive than the stormwater permit' mc-owV rescinded the stormwater permit in circa 2000. z will contact 3im Barber about the needed path forward for the site to use the subject coil cleaner.
