Subject: DWR plans for 1,4 dioxane in the Cape Fear River basin Quick talking points: * 1,4 — Dioxane was included in EPA's Third Unregulated Contaminant Monitoring Rule (UMCR) w In looking at data from across river basins in NIC, the Cape Fear River basin levels made us concentrate on it first. Report link onDEC\xvebsite: * D\NR is using authority under lSA N[AC 02H. 0508(b)(1) to require additional sampling at facilities of concern based on the study. We have been actively working with Reidsville, Greensboro, Asheboro and Pittsborotoencouragesource reduction—theyhavebeenm/orkingxvith the facilities that discharge to their treatment systems to see if they can reduce the load by product substitution, pretreatment or other methods. Met with Reidsville a few weeks ago, and they have agreed to enter a consent agreement to share their voluntary data but indicated they will not agree tohave the monitoring asapermit condition. The Unifi manufacturing facility was one point source thought to be a high contributor. Understand that Reidsville isworking with them. Last Friday Dr. Knappe mentioned that recent data seems to indicate lower levels in the Reidsville area. We have not confirmed how/why but will continue to work with them. * Our D\NR lab has received lab equipment in the last month and isworking on certifying at test method. ([he current method used isnot a wastewater method). PermitteesvviU berequired to use the certified method when it is available. w We will continue to work with WWT facilities and industries on source reductions. VVewant tosee how our Attached correspondence to be aware of and sampling info.
