You also asked about false SNC listings in ECHO, and there was a statewide problem with a disconnect between State/Fed databases, which has since been resolved. I've included some info from Vanessa Manuel below, who has been working on some of the database transition issues. The information in ECHO is populated, I believe on a monthly basis, from ICIS. The information (permit info & DMR data) in ICIS is uploaded from the st:at:e's data system, BIMS. ICIS calculates and generates violations (SNCs) based on the DMR data and permit limit information in ICIS. If the violations found in ECHO are incorrect, then it should be determined if any corrections to the data uploaded is warranted, i.e., fix the data in BIMS and re -Upload to ICIS or manually correct the data in ICIS. Correcting any wrong data in 10.5 should remove any invalid violations in ECHO, A few weeps ago, EPA re -ran RNC (Reportable Non -Compliance) for the state with the goal of removing those invalid SNC DMR non -receipt violations that ICIS generated during the period the state was not yet sending any DMR data to ICIS (shortly after EPA required the state to migrate from RCS to ICIS). If DuPont's SNC violations in question were for DMR non -receipt, then I recommend the facility re -check ECHO to ensure the SNC violations have been removed.
