Concerning �he New River Basin Coalition, only 3 of the members have permits with instrearn requirements. Those
members should have been issued waiver letters by NPDES last year when the MOA became effective (I sent the letters
tmJeff on8/1D/11).

am specifically seeking your feedback on instrearn monitoring aspects of the draft permit. |nmost cases, w/ewill simply
have the instream monitoring requirements listed, with language regarding waivers as long as Permittee maintains
membership inthe Coalition. As|mentioned tuSteve, ifw/eget requests tudelete some ofthe instreammonitoring, vve
will discuss that with you.
I'm generally familiar with the more established Monitoring Coalitions (Neuse, Cape Fear, Yadkin, Tar Pam). | was not up
to speed on the New River Basin Coalition, so I checked your website to see which Permittees joined the Coalition. On
the "NRBCMembers" link, it contains a pdf for Sampling Stations rather than members, so you might want to check
that. I did obtain the member list from the MOA, which became effective 8/1/2011. Of the 4 NPIDES members, we had
already issued permit renewals prior to the MOA, so some of these permits currently have instrearn monitoring
requirements with nowaiver language. I can't remember if NPIDES was involved in discussions on any potential changes
to inutream monitoring? | know many ofthese streams are HQN, [+, etc, and one Permittee discharges to impaired
waters, but | haven't matched upCoalition Monitoring with NPDES Monitoring tosee ifanything ofpotential value
might be lost with Coalition membership.
