Dear Mr. Lauterborn:
On December 4, 2018, Joan Schneier from the Raleigh Regional Office visited your single-
family residence (SFR) wastewater treatment system to evaluate compliance with the above
permit to discharge wastewater. The checked boxes below show what conditions were noted at
your facility:
❑ In compliance: You are reminded to regularly maintain the chlorine disinfection
system, have the effluent sampled once a year, and have the septic tank pumped out every
3 to 5 years. Your good record of operation and meeting the permit requirements is
highly commended.
❑ Your home is improperly plumbed: Some of the wastewater discharges are going
directly to the environment without first passing through the treatment system. This must
be corrected immediately. Please submit a schedule to this office within 20 days of
receipt of this letter that states your plan for correcting this deficiency. The work is to be
completed within the next 3 months.
❑ Disinfection: Your system is lacking disinfection, either chlorine tablets or a UV light
system. New rules put into place on August 1, 2007 require all SFR systems to have a
means of disinfection (and dechlorination when chlorine tablets are used to disinfect, if
the system was installed since that date).
❑ Treatment tablets missing or are wrong kind: You are responsible for always
having chlorine tablets in place. They must be the kind for wastewater treatment and not
for swimming pools.
n Dechlorination: Your system was installed after August 1, 2007, so must have a
means of dechlorination located downstream of the chlorinator and its contact chamber.

calendar days of receipt of this letter stating your plan for correcting this deficiency.
❑ Pumping the septic tank: The septic tank should be pumped out every 3 to 5 years.
A pumping company can check the status periodically and determine when pumping is
required.

must be analyzed once each year. See Part I(A) of your peuuiit about his requirement.
Make arrangements for sampling to be carried out within the next 3 months, and submit
results to this office within 3 weeks after the sampling has been conducted.
❑ Locations of treatment units are unknown: Determine this and report to this office
within 30 days of receipt of this letter with a sketch or map.
® Other: Please fill out the attached Change of Ownership form for the transition to the
Lauterborn Trust

The system consists of a septic tank, sand filter, chlorinator, and outfall pipe
The visit was unannounced but Mr. Lauterborn was home and pointed out the components.
The septic tank was last pumped out in 2016, when an effluent filter was added, per receipt.
The sand filter area is just downslope of the house and is kept mowed.
The bucket was checked. The remaining tablets were badly disintegrated The tablets were punched
—down in_the-tube_during_inspection_but were not stuck
The owner said that he never sees the pipe discharging. The pipe appeared clean and dry and the area
below it was also dry, therefore sampling is not recommended.
The GIS lists this as the Lauterborn Trust, so a change of ownership is being sent with the letter.
Location notes:
The white PVC outfall pipe is a few feet below the chlorinator.
No de-chlorinator was found.
