CFPUA PUMP NATION 27 AND FOIE E MAIN INSTALLATION
This submittal is for the upgrade of the existing Cape Fear Public Utility Authority
(CFPUA) Pump Station �7 and the installation of- new force main s from pum station.

Pump Station 27 is- owned and operated by`.the CFPUA.

Pump Station 27 is loc ted on Appleton Way within the Echo Fauns develo merit.

Based on provided as -built plans, the pump station consists -of an 84bot diameter wet
well, with Gorman Rupp suction lift pumps. The existing pum s with electrical and

controls are within a brick 1 block structure. Based on the CFP.UA provided desi n
bests flowfor Pump Station 27, plus. the new development flow, the existing d HP
pumps and the existing 7 force main will not handle the proposed new flow. Therefore,
the pump station .and force rriain will be required to. be Upgraded. The existing Gorman
Rupp suction [Eft motors /pumps of Purnp Station ? wi11 be upgraded to o HP 4"
pumps. The- existing 6" force main will be required to be upsized to -'a be Fin diameter.
The pump station will be designed to pomp at1727 GPM at 1143 of total d namie head.

from the .station to the Tract Z Wood.lands Develo merit to the Inde dependence Boulevard

Independence Poulevard. From there, the existing 1 2" force main rains .along
Independence Boulevard to River road, then heads North along River Road to the
Southside WWTP,
Variances Reauired
i . Pump Station? .is existing and to our knowledge hasn't been flooded, even
during the recent hurricanes and extreme rain events. The CFPUA has stated
that they are riot- aware of the pump station flooding during the large rain events

and hurricanes. See attached e- m'* it from Gary . McSmith of the CFPUA. The
pump. station was original constructed around 1973 or 1974. The pump station
upgrade project requires larger pumps and: controls. Due to sire of new
pumps,
the CFPUA requested the existing block I brick veneer building be removed and
a precast concrete building be installed on the existing building . slab to. house the
new pumps and controls The pump Station also gets a new generator. Per
MDC, the pump station finished floor elevation TFE) and generator are re wired

to be 2' above 1 ua-yr flood elevation, The:finished floor elevation of the existing
building is.47 and the. generator pad is approximately .8.1 5±. The based flood

CFPUA staff is not aware of -any instance where flooding reached the slab of either building since the formation
of our organization in 2008, nor are long time former -City of Wilmington enployees:aware of this condition ever
existing even during major storm events.
As discussed, ,it is our policy during any retrofit to raise eiectrieal.ci omponenfs, as appropriate by regulations.. -
In -the case of the slab ..elevations at these Iocationr our staff has never seen Qr ob erued a�riy indications of them
hooding from: storms or high vrater in adjacent creeks.
1 think -that it is highly likely that the -current slab -elevations are sufficient, given that this is an- existing station
and not an area prone to flooding.

The Division of Water Resources (Division) has reviewed the submitted variance request received om.
August 14, 2018 with additional information received September 28, 2018 for the upgrades to Pump
Station 26; and the variance request received November 1., 2018 for the upgrades to Pump Station 27..
The Division will grant the variance requests for the upgrades of Pump Station 26 and Pump Station 27, in
accordance with the provisions for alternative design under 15A NCAC 02T.0105(n):
1. Pursuant to the variance requests received on August 14, 2018 with additional information
received September 28, 2018 for Pump Station 26 and on November 1, 2018 for Pump Station 27.,
both from John S. Tunstall, P.E. on behalf of the Cape Fear Public Utility Authority, a variance is
granted for the construction and operation of the upgrades to both Pump Station 26 and Pump
Station 27 located within 50-feet of wetlands, as indicated on the provided plans and
supplementary documentation.
a. Per the provided plans and supplementary documentation, the proposed upgrades shall
include the following iterns:
I Watertight pipe connections consisting of a flexible watertight rubber boot or
compression type connector.
ii. Watertight hatches on the existing wet wells.
2. An alternative design is approved for the existing pump station finished floor elevations and
replacement generator pads for both Pump Station 26 and Pump Station 27, located less than
2-feet above the 100-yea'r flood, .in accordance with the provided plans and supplementary
information.
Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform
satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective
action, including those as may be required by this Division, such as the construction of additional or
replacement facilities.
