Dear Ms. Kraft:
Mooresville Regional Office (MRO) staff, performed a compliance evaluation inspection on December 5, 2018,
for permit WQ0036273. The MRO would like to extend its appreciation to Mr. Jamie Levis and his crew for their
time and assistance during this site visit. Enclosed you will find the report for the compliance inspection.
During the site visit, MRO staff were informed that the dryer belt had broken several weeks ago and therefore,
all residuals being produced at the Mooresville WWTP were being transported via Synagro to the Republic
Landfill for disposal. Please be aware that Condition IV.8. of the permit requires that the MRO be notified
when there are process unit failures that render the facility incapable of adequate residual treatment. During
the site visit, the MRO requested to be informed when the dryer has been returned to service.

Inspection Summary:
On December 5, 2018, MRO staff conducted a compliance inspection for permit WQ0036723. This is a Class A Distribution
permit.
During the site visit, MRO staff was informed the Belt Dryer System suffered a broken belt and was currently not in service.
It was also reported that the approximate return to service date would be sometime in January, 2019. Mooresville WWTP
personnel were reminded that the MRO is to be notified when the system is out of service "per condition IV.8. of the permit."
Currently, all residuals generated by he WWTP are being transported to the Republic Landfill by Synagro.

Comment: This is a Class A distribution permit. A new agreement has been reached with Carrigan Farms
for the distribution of the Class A product. A copy of the Class A Biosolids Pellets Utilization
Agreement was received by MRO staff during the site visit.
At the present time, all residual material is being transported by Synagro to the Republic Landfill
at a cost of 66,000/month. A replacement belt is on order.

Comment: Treatment is through digestion. Pathogen reduction is achieved by the Belt Dryer System.
Currently, the reduction system is not is operation due to a broken belt. The MRO has
requested to be notified when the incinerator has been returned to service.
