Dear Mr.McMahan:
The Division of Water Resources(Division)recently reviewed the proposed Water Quality Monitoring
Plan and FERC's Environmental Assessment(EA)for the Bynum Hydroelectric project.The comments
resulting from this review are listed on the next page.Please modify the Water Quality Monitoring Plan
(as necessary)and provide a response within 30 days of this letter. Once we have an approvable plan,we
will issue the required Public Notice for this application.

Comments on the Water Quality Monitoring Plan
1. We recommend changing the monitoring location No.1 from the project reservoir(upstream of dam)to
the secondary bypass reach instead(as shown in the picture below). We believe that collecting
DO/Temp data from this location will be more beneficial and help us to determine impacts from the
powerhouse operation since the reach has direct connection and is joined by the tailrace water.

2. Please modify the Sampling Procedure to specify that the field sampling for all 3 locations will be
conducted on the same day and during the time when the powerhouse is in operation.
3. Please modify the frequency of monitoring from monthly to weekly. However, the weekly sampling is
only required when the powerhouse is in operation during that one-week period.
