PROJECT SUtiMARY: The applicant is proposing to construct a 65' long x 8-10' wide residential pier at Lot 23 on Edwards Drive SDooners Creek North Subdivision, Carteret County. FIELD INVESTIGATION REPORT - MIKE BELL, CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property consists of an approximately one-half acre tract of land located off Edwards Drive, Lot 23, in the Spooners Creek North Subdivision, near the Town of Morehead City, Carteret County. State Permits #194-84 and #43-88 authorized the construction of roadways, shoreline bulkheading, maintenance excavation, a 30 slip residential marina and boat ramp facilities for this subdivision. Today, all activities authorized by these permits have been completed. Several houses have been constructed in the subdivision and several private residential piers have been placed in Spooners Creek. Spooners Creek is a tidal tributary of Bogue Sound and is classified as 'SA' waters and closed to the harvesting of shellfish. The property, which is the subject of this permit application, is undeveloped and consists of a thick vegetation cover primarily comprised of pine trees and myrtle. It is anticipated that a residential structure will be built on this lot in the future. This house will be serviced by an existing community wastewater treatment facility. The shoreline is bulkheaded and is void of any wetlands vegetation. The applicant is requesting a permit to construct an approximately 30' long x 8' wide pier with a 40' long x 10' wide 'L' platform at the waterward end. On the eastern side of the pier, an 8' wide x 12' long floating dock is proposed and approximately 15' waterward of the 'L' platform, 3 mooring pilings are to be placed. Landward of the 'L', a 4' wide x 20' long dock is proposed which will accommodate access to a proposed boat lift. This pier facility will extend a maximum distance of 65' into Spooners Creek and will be in a water depth up to -7' MLW. 10. ANTICIPATED IMPACTS: The project as proposed will result in the placement of the pier over approximately 736 sq. ft. of estuarine and public trust waters. This pier would not extend beyond one-third the width of the waterbody and appears to be the same length as the adjacent pier located immediately east of this lot. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper.
