Yanceyville WTP, Caswell County
On December 3, 2018, the Division of Water Resources (DWR) Winston Salem Regional Office,
received notification of a bypass event that occurred at the Yanceyville Water Treatment Plant on
November 25, 2018. According to Michael Pressley with Inframark, one of the lagoons at the
subject facility overflowed and reached Fuller Creek. Our office was not notified of this bypass
until seven days following the event.
Please be aware that permit Condition Part II. Section E. (6) (a.) requires the permittee'to report
to the Director or the appropriate Regional Office any noncompliance that potentially threatens
public health or the environment. Any information shall be provided orally within 24 hours from
the time the Permittee becomes aware of the circumstances. A written submission shall also be
•provided within 5 days of the time the Permittee becomes aware of the circumstances.The written
submission shall contain a description of the non-compliance, and its cause; the period of
noncompliance, including exact dates and times, and if the noncompliance has not been
corrected, the anticipated time it is expected to continue, and steps taken or planned to reduce,
eliminate, and prevent reoccurrence of the noncompliance [40 CFR 122.41(1)(6)].
It should be noted that our office received a completed 5-day report on December 4, 2018,
exceeding the required 5-day written report submission window. Therefore, this correspondence
is being sent as a Notice of Deficiency, for failure to properly report the bypass event to our office.
