Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to Cabin Creek,
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2176 issued November 4,
1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26-.

On May 24, 1989, we were granted a Nationwide Permit No. 26 for
the construction of an access road to our Treyburn Tap Structure.
After my conversation with you on 6-2-89, it is my understanding
that I also need to request that this proposed fill area be covered
under general certification for headwater areas. With this letter
I am requesting that certification.
Please see attached location drawing 5053, dated 5-10-89, showing
the location of this access drive off Snow Hill Road.
