Dear Ms. Waddell:
Upon review of your request for Water Quality Certification
to place fill material in a wetland area adjacent to East Tarboro
Canal, we have determined that the proposed fill can be covered
by General Water Quality Certification No. 2176 issued November
4, 1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

On Monday, May 1, Kathy Trott of the Raleigh Corp of Engineer-
ing Office inspected our site for a 40 unit apartment complex
we are developing in Tarboro. She directed us to immediately
contact your office concerning this site.
We would like to request that your agency include this site
in the general certification for headwater areas so that all
fill activity in this site can be included in this general
certification.
I have enclosed a location map designating the location of
this site, a 5 acre tract, located at the corner of Daniel
Street Extension and Panola Street (planned) in Tarboro.
I would appreciate your assistance in processing this request
at your earliest opportunity. Please call me immediately if
you have any questions. I look forward to hearing from you.
