Dear Mr. Price:
Upon review of your request for Water Quality
Certification to place fill material in an isolated wetland
area in Pine Knoll Shores Area, we have determined that the
proposed fill can be covered by General Water Quality
Certification No. 2176 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

Dear Mr. Price:
On January 10, 1989, you met with Mr. Hugh Heine of my staff regarding
your plans to develop property near Bogue Sound in Pine Knoll Shores,
Carteret County, North Carolina.
You own a 3.75 acre tract off N.C. Highway 58, across from the Joh Yancy
Hotel. The tract is located between the existing golf course and the highway.
A small 3,000-square-foot wetland area is located on this property, which is
completely surrounded by high ground. Ile would consider this wetland as
isolated, which would qualify for the following nationwide permit.
For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330, published in the Federal Register
on November 13, 1986, lists nationwide permits. Authorization was provided
for activities, work, and discharges undertaken, assisted, authorized,
regulated, funded, or financed in whole or in part by another Federal agency
or department where that agency or department has determined, pursuant to the
CEQ Regulation for the Implementing the Procedural Provisions of the National
Environmental Policy Act, that the work is categorically excluded from
environmental documentation because it is.inel.uded +*_h{" - -cry c
actions which neither individually nor CLmulatively have a significant effect
on the human environment.
Your work is authorized by nationwide permit provided it is accomplished
in strict accordance with the enclosed conditions. Please be aware that this
authorization does not relieve you of the responsibility to obtain any
required State or local approval.
