the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best

The accompanied Fast -Track Application (FTA 04-16) includes 6,971 lineal
feet of 8" PVC, 372 lineal feet of 8" DIP, 2,485 lineal feet of 12" PVC, 593
lineal feet of 12" DIP, 350 lineal feet of 16" PVC gravity sanitary sewer
system, 16,448 lineal feet of 12" PVC force main, and a 0.40 MGD pump
station for the proposed Honeycutt Farm Phase 1 development located off
Honeycutt Road in Holly Springs, NC. The pump station will serve the full
buildout of the entire project (approximately 593 residential units) as well as
the entire contributory sewer basin. The gravity sewer, force main, and pump
station will all be a public system owned and operated by the Town of Holly
Springs. Phase I of the project will consist of approximately 93 residential
units. The total wastewater flow generated by Phase 1 of the project is 23,715
GPD.

The Division of Water Resources (Division) has reviewed the submitted variance request
submitted on October 17, 2018, as well as the additional information submitted December 7,
2018, for the subject project. The Division will grant the variance request for the encroachment
of a force main onto the 100-foot and 25-foot radius of a private well in accordance with 15A
NCAC 02T.0105(n) and with the following special conditions incorporated into the permit:
• Per 15A NCAC 02T.0305(g) and the provided plans, specifications, and supplementary
documentation, for segments where the force main does not meet the separation
requirements for the private well, the materials, testing methods, and acceptability
standards meeting water main standards (15 NCAC 18C) shall be specified. Where the
proposed force main is within 25 feet of the existing well, it shall be encased by a
continuous steel casing that extends outside of the 25-foot radius as indicated on the
project plans.
• Testing results indicating compliance with water main testing requirements (AWWA
C605) for the section of fine located within the 100-foot radius of the private well shall be
provided with the project certification and record drawings.
Regardless of the variance approval, in the event that the wastewater collection facilities fail to
perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take
immediate corrective action, including those as may be required by this Division, such as the
construction of additional or replacement facilities.

Dear Ms. Fertenbaugh:
Enclosed with this cover letter please find one original and one copy of the following items,
relative to a Variance Request for the above -referenced project:
1. Form VADC 10-14 executed by the Town and me
2. The plan sheet showing the area necessitating the variance and a detail sheet
3. Specifications relative to the force main material, installation, and testing
This Variance Request is submitted in preparation of a Fast Track application because one
location of the project fails to satisfy the 100' setback from a private well as required by 02T
.0305(f).
Furthermore, the same location fails to satisfy the alternative separation allowed by 02T
.0305(f)(2).
A variance is requested because an existing private well is located approximately 10' from a
road right-of-way (Utley Bluffs Drive), and site constraints make it overly difficult for the sewer
force main to be installed outside the 25' setback. The enclosed Sheet FM-1.7 shows the
relationship of the existing well to the right-of-way and the curbing along Utley Bluffs Drive.
Because 02T .0305(g)(2) also does not allow a force main appurtenance inside the 100-radius,
maintaining compliance with the rule would require elbowing the force main inside the
pavement of Utley Bluffs Drive, and installation in the pavement for approximately 200' until it
is past the 100' radius on both sides, then elbowing back to the shoulder. This installation
would be very difficult due to existing sewer and stormwater infrastructure in the road, as well
as disruptive to the neighborhood street.
To alleviate concerns with the setback requirements, the project features the installation of
force main designed and tested to water main standards, as well as the installation of steel

casing as a casing pipe around the force main. The steel casing will extend beyond 25' on both
sides of the setback radius, sealing off the force main from leaking inside the 25' radius.
In our opinion the proposed design satisfies the requirements of 02T .0105(n) by providing an
equal or better protection of the existing private well. In the event the proposed force main
leaked inside the 25' radius, any wastewater that leaked would gather inside the steel casing
pipe and would spill at a location outside the 25' radius around the private well. This would be
an identical scenario to a similar event if site conditions allowed compliance with .02T
.0305(g)(2): any leak or spill would occur outside the 25' radius.

On March 15, 1995, the Division received your wastewater flow reduction request and supporting
documentation concerning wastewater flows associated with present residences within the Town of Holly
Springs. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per
bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for
single family residential units. In support of your request, water consumption data and wastewater
information was supplied from households located in Holly Springs.
An evaluation was completed by the Division in accordance with 15A NCAC .02190)(3) using the
water consumption data submitted, twelve (12) months of data starting from January 1994. The peak
month was determined to be January 1994 based on average wastewater generated per customer. Using
the upper 10% of the water consumption data for the month of January, eliminating industries, commercial
properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per
household.
In view of the information submitted, the Division of Environmental Management hereby approves
the use of 255 GPD per single family residence in all applicable non -discharge permit applications for
future wastewater collection extensions which will be made tributary to the Town of Holly Springs
Wastewater Treatment Plant (Permit No. NC0063096). This consideration applies to any applicable future
projects submitted to this Division as well as any projects which are presently under review. Wastewater
flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between
the Town of Holly Springs and the Raleigh Regional Office.

Below are responses to the questions in your 11/29/18 email:

The Townhomes have separate laterals for both water and sewer that tie directly to the main.
b. If the answer to part a is "they share utility lines", how many bedrooms do the townhomes have?
3. Section IX.1 was checked "No" to the project meeting separation requirements, but no explanation was
provided. Please explain what separation has not been met and how it will be addressed.
Our intention was that a copy of the Variance Request would be included with the Fast -Track
application. Attached is a PDF of the Variance Request and the Cover Letter submitted with the
variance. Christyn Fertenbaugh received this, and according here we should expect comments soon. This
should suffice as explanation for #5 below also.
4. Section IX.6 was checked "Yes" for a high priority line, but an attachment detailing this line was not included, as
required by this Section.
The high priority line is an aerial crossing over Utley Creek. Attached are the plan&profile sheet and a sheet
showing a more legible detail of the aerial crossing.
S. Section X.1 was checked "No" for complying with 2T and MDC, but there is no explanation. Please explain.
