The Division will grant the variance request for the encroachment of a force main onto the 100-foot and 25-foot radius of a private well in accordance with 15A NCAC 02T.0105(n) and with the following special conditions incorporated into the permit: • Per 15A NCAC 02T.0305(g) and the provided plans, specifications, and supplementary documentation, for segments where the force main does not meet the separation requirements for the private well, the materials, testing methods, and acceptability standards meeting water main standards (15 NCAC 18C) shall be specified. Where the proposed force main is within 25 feet of the existing well, it shall be encased by a continuous steel casing that extends outside of the 25-foot radius as indicated on the project plans. • Testing results indicating compliance with water main testing requirements (AWWA C605) for the section of fine located within the 100-foot radius of the private well shall be provided with the project certification and record drawings. Form VADC 10-14 executed by the Town and me 2. The plan sheet showing the area necessitating the variance and a detail sheet 3. Specifications relative to the force main material, installation, and testing This Variance Request is submitted in preparation of a Fast Track application because one location of the project fails to satisfy the 100' setback from a private well as required by 02T .0305(f). Furthermore, the same location fails to satisfy the alternative separation allowed by 02T .0305(f)(2). A variance is requested because an existing private well is located approximately 10' from a road right-of-way (Utley Bluffs Drive), and site constraints make it overly difficult for the sewer force main to be installed outside the 25' setback. The enclosed Sheet FM-1.7 shows the relationship of the existing well to the right-of-way and the curbing along Utley Bluffs Drive. Because 02T .0305(g)(2) also does not allow a force main appurtenance inside the 100-radius, maintaining compliance with the rule would require elbowing the force main inside the pavement of Utley Bluffs Drive, and installation in the pavement for approximately 200' until it is past the 100' radius on both sides, then elbowing back to the shoulder. This installation would be very difficult due to existing sewer and stormwater infrastructure in the road, as well as disruptive to the neighborhood street. The steel casing will extend beyond 25' on both sides of the setback radius, sealing off the force main from leaking inside the 25' radius. In our opinion the proposed design satisfies the requirements of 02T .0105(n) by providing an equal or better protection of the existing private well. In the event the proposed force main leaked inside the 25' radius, any wastewater that leaked would gather inside the steel casing pipe and would spill at a location outside the 25' radius around the private well. This would be an identical scenario to a similar event if site conditions allowed compliance with .02T .0305(g)(2): any leak or spill would occur outside the 25' radius. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for single family residential units. In support of your request, water consumption data and wastewater information was supplied from households located in Holly Springs. An evaluation was completed by the Division in accordance with 15A NCAC .02190)(3) using the water consumption data submitted, twelve (12) months of data starting from January 1994. The peak month was determined to be January 1994 based on average wastewater generated per customer. Using the upper 10% of the water consumption data for the month of January, eliminating industries, commercial properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per household.
