receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all

The proposed Bridgewater West Townhomes are located approximately 0.5 miles east of
the intersection of North Main Street and Steedmont Drive in the Town of Holly Springs,
North Carolina. The site is bound between Cobalt Creek Way to the west, Milpass Dr to
the east, Anchor Creek Way to the north, and Orvis Drive to the south. Bridgewater
West Townhomes includes the construction of 28 units. The twonhomes will be served
by 730 LF of 8" sanitary sewer mains extended to an existing 8" gravity outfall to the
east. The proposed sewer lines will be public mains with a proposed flow of 7,140 GPD.
See the enclosed Utility Plan approved by the Town of Holly Springs.
Project Schedule:
The construction of Bridgewater West Townhomes will begin in August 2018.
Infrastructure construction is estimated to be complete by March 2019. This construction
consists of 28 units. Therefore, complete build -out of the phase and the issuance of
certificates of occupancy for all lots is expected to be in March 2019.

Division of Water Resources Watershed Classification Attachment (WSCAS 01-15)
These instructions are to be used when completing form WSCAS for sewer extension projects.
Identifying stream classifications that are affected by the project is necessary:
• To determine/confirm the minimum separation distance of sewer system components from
classified waters as specified in 15A NCAC 2T .0305(f)
• To determine/confirm any applicable river basin rules that may affect sewer system components
If any portion of the sewer extension comes within 100 feet of any surface water (waterbody) or
wetland a completed form is required. Determine the names of surface waters within 100 feet of the
project or along the project route and utilize either of the below options to determine stream
classification:
Finding Stream Classifications (Map or List)
A map with designated streams and their associated classifications can be obtained at:

• Find/select the waterbody and record the river basin(s), stream index number and classifications
applicable to the project on the form
or
A listing of stream classifications based on river basin can be obtained at:

• Select the river basin(s) (hydrological or alphabetically sorted) where your project is located
• Locate the name of the identified waterbody on the list for the selected basin
• For multiple listings of the same waterbody name in the report, select and verify the location
description. The term "source" in the description means the beginning of the waterbody segment
(most upstream point)
• Record the river basin(s), stream index number and classification applicable to the project on the
form
Submittal Instructions
Label any unnamed tributaries as "UT to stream name" as the waterbody name on form per 15A NCAC 02B
.0301(1). See page 2 for additional notes on unnamed streams.
Submit a color copy of a USGS Topographic Map to identify the project area and surface waters. Each map or
maps must show the location of the sewer system and include location identifiers where the system traverses
over or near waterbodies. The map should have location ID's for each different waterbody and corresponding
classifications should be recorded.
**Note that these instructions do not need to be submitted**
Note on Unnamed Streams (15A NCAC 028.030101)
Any stream which is not named in the schedule of stream classifications carries the same classification
as that assigned to the stream segment to which it is tributary except:
unnamed streams specifically described in the schedule of classifications;
unnamed freshwaters tributary to tidal saltwaters will be classified "C; or
after November 1, 1986, any newly created areas of tidal saltwater which are connected to Class
SA waters by approved dredging projects will be classified "SC" unless case -by -case
reclassification proceedings are conducted.
The following river basins have different policies for unnamed streams entering other states or for
specific areas of the basin:
HIWASSEE RIVER BASIN
Streams entering Georgia or Tennessee shall be classified
"C Tr."
LITTLE TENN RIVER BASIN AND SAVANNAH RIVER
Streams entering Georgia or Tennessee shall be classified

waterbodies. Each map or maps must show the location of the sewer system and include location identifiers
where the system traverses over or near waterbodies. The map should have location ID's for each different
waterbody and corresponding classifications should be recorded.
Include the completed form and map portions with the permit application for submittal to the appropriate review

On March 15,1995, the Division received your wastewater flow reduction request and supporting
documentation concerning wastewater flows associated with present residences within the Town of Holly
Springs. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per
bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for
single family residential units. In support of your request, water consumption data and wastewater
information was supplied from households located in Holly Springs.
An evaluation was completed by the Division in accordance with 15A NCAC .02190)(3) using the
water consumption data submitted, twelve (12) months of data starting from January 1994. The peak
month was determined to be January 1994 based on average wastewater generated per customer. Using
the upper 10% of the water consumption data for the month of January, eliminating industries, commercial
properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per
household.
In view of the information submitted, the Division of Environmental Management hereby approves
the use of 255 GPD per single family residence in all applicable non -discharge permit applications for
future wastewater collection extensions which will be made tributary to the Town of Holly Springs
Wastewater Treatment Plant (Permit No. NC0063096). This consideration applies to any applicable future
projects submitted to this Division as well as any projects which are presently under review. Wastewater
flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between
the Town of Holly Springs and the Raleigh Regional Office.

We are reviewing the application for the referenced project and have the following questions:
1. A couple questions about the townhomes.
a. First, do the townhomes share service lines for utilities? Or does each unit have a separate water and sewer
lateral that tie directly to the main?
b. If the answer to part a is "they share utility lines", how many bedrooms do the townhomes have?
2. Section VI.6 was checked "no," for if a flow reduction has been approved. However, a flow reduction letter was
provided and 255 gpd was used to calculate the flow from the townhomes. With your permission, I will revise
the application to "yes" for this item.
3. The letter signed by Kendra Parrish has the project name as "Bridgewater West Townhomes, Phase 2;" however,
the permit application lists the project name as "Bridgewater west townhomes." Please verify the project
name. If it is to be "Bridgewater West Townhomes Phase 2," with your permission, I will revise the allocation to
reflect the change.
