PROJECT SUMKARY:-Application is for two bridges -- a 12' X25' bridge over 404 wetlands, a 12' X 40' bridge over a creek; 48' of bulkhead along the 404 line and a 12' wide driveway on upland within Estuarine Shoreline AEC.— H.A. Waters Bio Report August 22, 1989 Page two SITE EVALUATION The applicant desires to provide access to an upland building site by bridging 11404" wetlands and a canal and constructing a driveway across upland areas. The first bridge would be 12 feet wide and 25'feet long over 11404" wetlands, ending about 60 feet from the Normal Water Line. The second bridge would be 12 feet wide and 40 feet long. The bank under the bridge would.be bulkheaded along the 404 line for 24 feet on each side of the canal. A driveway 12 feet wide would be constructed on the upland portions of the property to a building site for a single family residence outside the Estuarine Shoreline AEC. The site is in Buxton, on a canal off the Pamlico Sound. To reach the site, turn west off NC 12 onto Rocky Rollinson Road, then turn left into the driveway immediately opposite the "Pavement Ends" sign. The canal bridge site is characterized by about 6-foot high banks on each side of an old canal about 35 feet wide and one foot deep. The banks are vegetated with Spartina patens, Juncus roemerianus, Baccharis sp. and Smilax sp. The survey of the property submitted with the application shows the 11404" line along the canal to be 3 to 7 feet landward of the NWL. The margin of wetlands along the canal form a narrow ledge between the water and the high bank. Marsh grasses were not observed growing in the water, but on the ledge and the banks. The canal is currently unnavigable due to a dilapidated "hurricane barrier" constructed on the eastern boundary of the applicant's property. The wooden barrier extends all the way across the creek to a height of about 5 feet. The pilings and walers are still in place, though most of the sheathing boards are gone. The one-foot spacing of the walers makes the canal impassible, even to canoes ANTICIPATED IMPACTS The canal bridge would have no effect on present navigation due to the hurricane barrier. The bridges would shade 390 sq. ft. of 404 wetlands, 40 sq. ft. of coastal, and 350 sq. ft. of shallow water habitat. The bulkheading underneath the canal bridge has been aligned to avoid filling any 404 wetlands or coastal marsh. Construction of the bridges will allow access to an upland site H.A. Waters Bio Report August 22, 1989 Page three outside any AEC characterized by dense canopy of Quercus virginiana and Ilex vomitoria. Some of the trees would be removed for the driveway, house and drainfield. CAMA REVIEW The site is classified as transition by the Dare County LUP.
