8. PROJECT SUMMARY: The applicant proposes to construct a bulkhead and pier
at his property located in Beaufort.County off SR 1730 at Snake Island on the
west side of the Pungo River.

Environmental setting
The applicant's property is located in Beaufort County off SR 1730 at Snake
island on the west side of the Pungo River. The lot is approximately 3 feet
above NWL and is vegetated with pine trees and grasses. There is a house
currently under construction on the site, which was permitted by Beaufort
County CAMA minor permit number 89-003. The property is bulkheaded, with both
adjoining properties also bulkheaded.
Project proposal
The applicant proposes to construct a new bulkhead approximately 63 feet long
in front of the old bulkhead. The existing bulkhead has four turns, and the
applicant proposes to construct the new bulkhead with only one turn, thus being
a maximum of 5 feet waterward of the existing bulkhead, an average of 2 feet.
The applicant also proposes to construct a pier at the center of the lot
approximately 6 feet wide and 150 feet long with an 8 foot by 16 foot T-head.
The water depth at the end of the proposed pier will be 3 feet. The applicant
is having to go through the major permit process as he was unable to obtain a
letter of no objection from an adjacent riparian landowner.. The applicant
proposes to use salt treated timber for the bulkhead and pier and the method of
construction will be a pressure pump.
Environmental impact
The proposed bulkhead will result in the filling of 126 sq.ft. of river bottom,
resulting in 9.3 cubic yards of fill being placed below A'WL. The bulkhead and
pier will result in increased levels of turbidity durir g the time,of construction,
however, these effects will be short-termed and localized. The adjacent waters
are classified by the Division of Environmental Management as SA. The
proposed pier will be congruent with existing piers in the area.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

will allow only the development described in the
application. The project will be subject to condi-
tions and restrictions contained in the permit.

posed activity complies with the State of North
Carolina's approved Coastal Management Program
and will be conducted in a manner consistent with
such program.
