Provided that any overflows/discharge from “outfall 2” into the wetlands is true sheet flow, then I would agree that it is not a distinct point source discharge of stormwater and would not be considered an outfall to be monitored. The ditch bank/berm should be adequately maintained to continually achieve such sheet flow and to maintain the integrity of the wetland. Otherwise, a distinct point source discharge could develop, which would then need to be monitored per the conditions of the NCG060000 permit. I appreciate your time and assistance. Please contact me if we need to discuss further. I will comment back to our Central Office to proceed with issuance of permit coverage. Mike, Outfall 1A is the pump discharge from the BMP Storage System, Outfall 1B is the same discharge just downstream where it enters the wetlands. Outfall 2 is basically the overflow from the ditch constructed along the entrance road. It is designed to even out the discharge from the ditch into the wetland. The ditch is designed to be flooded at all times. The ditch receives sheet flow from the concrete entrance. With respect to the permitted sampling point, I would suggest Outfall 1A or 1B or somewhere in between. Outfall 2 is not really an outfall because the discharge is spread across the entire length of the entrance road and the wetland it overflows into is flooded most of the time.
