The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No.1273 for the discharge of liquid effluent from a diked disposal area resulting from hydraulic dredging. 3. Q Bert L. Lea Page 2 9. PROJECT DESCRIPTION This project was previously permitted by State Permit #71-83. An access channel and boat channel. provide water connection to the AIWW for the applicant's residential development. Both mobile homes and single family residences are served by the system. The east (waterway) side of the channel system has a wide cordgrass marsh border. This feature ranges from approximately 200' to 400' wide. On the landward side, the finger ranges in width up to approximately 30' wide. The existing access channel was permitted to approximately 600' lay x 40' bottom width x -4' mean low water (mlw). A boar ramp exists at the end of the main channel. The boat channel is approximately 2100' long x 40' wide x -5 mlw. The adjacent waters are classified. as SD and are open to the taking of shell fish. The area is not designated as a primary nursery area by the Division of Marine Fisheries. At present, the applicant is proposing to excavate a portion of one shoaled-in boat channel. and a small area in front of the ramp. The dimensions of the shoaled area to be excavated are approximately 1218' x 40' x -5 mlw and approximately 80 x 50 x -4' mlw in front of the one ramp area. Approximately 5600 cubic yards of material will be excavated and will be placed in a high ground disposal area. 10. POTENTIAL IMPACTS The project is strictly maintained and should not result in significant adverse environmental impacts. Periods of peak biological activity should be avoided. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2. x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. These individuals have 30 days in which to submit com- ments on the proposed project to the Division of Coastal Management. The applicant must advise the adjacent landowners of this opportunity by sen- ding a copy of the permit application to them by registered or certified mail.
