8. PROJECT SUMMARY: Applicant proposes to build a bulkhead waterward
of his present bulkhead in order to eliminate angles which serve as
"trash" cachements. In addition, he desires to build a 375' pier, a
10' X 20' boat house. and 380 sa. ft. of deck.

SITE REPORT
The applicant owns a lot designated as lot #35 in the
Carolina Shores subdivision, Perquimans County adjoining the
Perquimans River. On this lot is a residence with a septic tank
and drain field. The lot is' considered upland. Vegetation
consists primarily of lawn grasses. There are a few large
loblolly pines (Pinus taeda) and oaks ( uercus sp.) on the lot.
Submerged aquatics, primarily widgeon grass (Ruppia
martinia) are abundant in the shallow waters fronting the
applicant's property.
The irregular, sharp angles of his bulkhead act as
cachements for floating debris. The shoreline is shallow (-11)
and depending on wind direction, the shoreline may recede 25 ft.
or more from the bulkhead.
The applicant proposes to construct a new bulkhead (182.51
)
waterward an average of 15 ft. from his present bulkhead, laid
out so as to reduce the number of sharp angles along his water
frontage. In addition, the applicant proposes to construct a
375' pier with a 10' X 20' boat house and .280 sq. ft. ("T")
platform at its end. The applicant claims a pier of this length
is needed to reach water 4 ft. in depth.
ANTICIPATED IMPACTS
The project as proposed would result in filling of 1422 sq.
ft. of shallow water habitat. In addition, while under
construction, the project would create increased levels of
short-term turbidity.
Migratory waterfowl utilize the shallow waters for foraging
on submerged aquatics.
CAMA REVIEW
This project is consistent with CAMA and local LUP. ' No
sites of archaeological interest are known to be on this
property.

In addition to the completed application forml the
following items must be submitted:
A copy of the deed (with state application only) or
• other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Vz x I1 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
A list of previous state or federal permits issued
for work on the project tract. Include permit
numbers, permittee, and issuing dates.
A check for $too made payable to the Depart-
ment of Natural Resources and Community
Development to cover the costs of processing the
application.
A signed AEC hazard notice for projects in ocean-
front and inlet areas.
A statement on the use of public funds. If the
project involves the expenditure of public funds, at-
tach a statement documenting compliance with the
North Carolina Environmental Policy Act
(N.C.G.s. 113A-1 to to).
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger. plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re- .
quired by G.S. 113-229(d).
