PROJECT DESCRIPTION: The applicant proposes to construct a
travel lift, a 100'X40' boat basin, a small canal extension, and
approx. 525' of wooden bulkhead, and two highground buildings.

The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
1. The project will require a 401 Water Quality Certification.
2. The project complies with the General 401 Water Quality
Certification No. 1272 for bulkhead construction.
3. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction are
to exceed 25 NTU.
4. Although 20 sq. ft. of wetlands will be lost with the
excavation of the basin, it is felt that the benefits of the
open water habitat created will outweigh the the loss of
this small area of wetland vegetation.
This office has no objection to the project as proposed.

8. PROJECT SUMMARY: Applicant proposes to construct a travel lift, a
1001x40' boat basin, a small canal extension, and approximately
525' of wooden bulkhead, and 2 highground buildings.

9. NARRATIVE DESCRIPTION: Applicant's property consists of
three (3) tracts and has an existing boat building facility
located at the end of Fulford Street, on Westmouth Bay,
Harkers Island, Carteret County. The property has a large
boat building shed, storage buildings, trailer office,
marine railways and docks existing on the property. The
applicant's proposed project is to bulkhead his property and
excavate a 100' x 40' x -6' boat basin on the southern edge
of the property to add 4 slips and an additional travel
lift. This basin will extend 10' over the adjacent property
.and the applicant has obtained the necessary permission from
the adjacent property owner. The applicant also proposes to
construct a 100' x 15' basin in the eroding highground area
on the northern end of the property to allow more room for
maneuvering in and out of the harbor. A Spartina
alterniflora fringe exist along a small portion of the
shoreline proposed for excavation on this northern property
boundary. Approximately 20 sq. ft. of j tina alterniflora
will be excavated.
The applicant also proposes to construct approximately 525'
of bulkhead approximately 2' below MHW along the man-made
basin.
10. ANTICIPATED IMPACTS: Approximately 5,500 sq. ft. of
highground will be excavated with approximately 1,250 cu.
yds. of sand material being removed. This material will be
spread over the existing highground area and also used as
backfill material for the bulkhead. Four (4) boat slips and
a travel lift will be placed in the 100' x 40' highground
area to be excavated.
The buildings will occupy approximately 8,800 sq. ft. of
highground and they are located outside of the estuarine
shoreline Area of Environmental Concern. The 525' of wooden
bulkhead will require the filling of approximately 1,050 sq.
ft. of previously dredged shallow estuarine bottom in a
man-made basin. Approximately 250 cu. yds. of fill material
will be placed in estuarine waters to backfill the bulkhead.
The waters of Westmouth Bay are closed to shellfishing and
classified as 'SA' by the Division of Health Services.
Another large marina exist within the same basin as East Bay
Boat Works.

8 Additional Information
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on'an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 71.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the ad-
jacent waterfront (riparian) landowners. These in-
dividuals have 30 days in which to submit comments on
the proposed project to the Division of Coastal Manage-
ment and should be advised by the applicant of that op-
portunity.
