I,INDA CU.LPERVE11 Int"6n iDir€xtor November 30, 2018 Paul Draovitch Senior Vice President Environmental, Health & Safety Duke Energy 526 South Church Street Mail Code EC3XP Charlotte, North Carolina 28202 Subject: Additional Source Area Assessment Work Plan Comments — Dan River Combined Cycle Station Dear Mr. Draovitch: On November 16, 2018, the North Carolina Department of Environmental Quality Division of Water Resources (Division) received the proposed Additional Source Area Assessment Work Plan for the Dan River Combined Cycle Station. The Division has reviewed and hereby approves the proposed assessment activities under the condition that the following items are addressed as part of the plan implementation and the results reported in the facilities updated Corrective Action Plan (CAP). • An additional well cluster is needed northwest of the former Combustion Turbine area. • Relocate well cluster CPA-3 S/DBR to the center of former coal pile area. • Relocate well cluster CPA-4S/D/13R to a location between the CPA-3 and CPA-4 well clusters. • Please provide the results of the surface water sampling for the unnamed tributaries downgradient of the closed Land Clearing and Inert Debris (LCID) landfill that were approved in the Division's May 24, 2018 letter (Duke Energy Carolinas — Dan River Steam Station — Surface Water Evaluation Plan to Assess 15 A NCAC 2B Compliance — Comments). If the results of the surface water sampling indicate that contamination is North Carolina Department of Environmental Quality I Division of Water Resources IAFOGW Section 512 North Salisbury Street 11.636 Mail Service Center I Raleigh, North Carolina 27699-:.636 919.707.9129 resulting from the closed LCID landfill, then Duke Energy shall provide an additional work plan to appropriate State agency to assess this potential source area. If applicable, the results should also be incorporated into the updated CAP's revised geochemical and groundwater fate and transport models. If the results of the modeling show current or future impacts to groundwater and/or surface water from this area, then appropriate remedial strategies shall be proposed in the CAP.
