Charlotte, NC 28209 Subject Property: Kellswater Commons Development STORMWATER MANAGEMENT PLAN (SMP) On July 14, 2009 the Division of Water Quality DWQ received a request from Mr. Adam Nowocin, PE of N-Focus Design, Inc. for acceptance into the Express Review Program regarding the Stormwater Management Plan (SMP) review for the subject project in Cabarrus County. This letter advises you that your project will be accepted into the Express Review Program once the following items are received: a. The application fee of $1500.00 made payable to the North Carolina Division of Water Quality [Stormwater Management Plan (SMP) with three (3) drainage areas]; b. Three (3) complete and collated copies of the Express Review Stormwater Management Plan Application [ http•//www ncwaterquali!y org/ncwetiands/documents/ExpRevSWMAppV2.pd fl; Three (3) collated copies of all supporting information pertaining to this project including i. Design calculations for the proposed BMPs sized for both on-site and off-site drainage, if any; ii. Most current BMP Supplement completed for each proposed BMP including Design Summary and Required Items Check List (available at http://h2o.enr.state.nc.us/su/bmp forms.htm) along with all required items; iii. Signed and notarized Operation & Maintenance Agreements for the BMPs, also available at the above website link in c.ii. Three collated copies of full size plans (with detailed construction information) including, but not limited to, the following: i. Existing conditions map of project area; ii. Proposed site grading plan showing existing and proposed contours, and delineated drainage areas to the proposed BMPs; iii. Erosion and sediment control plan; iv. Detailed plan and cross sectional views of each BMP showing pertinent structures, zones, pool levels, bottom and top elevations, etc (at appropriate scales as listed in the Required Items Checklist); V. One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the plans are too large to store in TIFF format, they can be stored in PDF. Please be advised that all Stormwater BMPs must be designed, at a minimum, to remove 85% TSS, in accordance with the most recent version of the NC DWQ Stormwater Best Management Practices (BMP) Manual. Please note that a pre-application meeting is required prior to the submittal of your completed application The owner of the project must be present at the pre-application meeting. The clock for this project will not start until receipt of the completed application package and required fee. If the drainage areas exceed what is indicated on the Initial Interest Form and/or the services are different you may be required to remit an additional fee.
