PROJECT SUMMARY: The applicant is proposing to demolish the old First Flight Inn and redevelop the property with a new, higher occupancy, lower density motel condominium complex. Patricia Fabrikant First Flight Inn Field Report Page 2 PROJECT SETTING The property in question is a developed tract originally platted prior to 1979, and consisting of five lots totaling 3.68 acres. The property is the home of First Flight Inn; a 32 unit motel located at 815 Virginia Dare Trail, in Kill Devil Hills, Dare County. The Inn was originally constructed in 1972 and consists of five buildings, an in ground swimming pool, an extensive concrete access and parking area, and an oceanfront bulkhead. In addition to the above ground structures there is a gravity fed septic system located along the southern property line, underground water lines and electrical lines. The specific location of the buildings is shown on the attached survey dated 06108105, by William S. Jones, Jr. The property is located approximately 350' north of E. Clark Street and 150' south of E. Baum Street. Adjacent uses on the east side of Virginia Dare Trail are seasonal rental homes and cottages. Located directly across Virginia Dare Trail (on the west side of the road) is a small seven unit motel and office. South of First Flight Inn, on the west side of the road are rental cottages and Ocean View Baptist Church, and to the north is a small strip mall. Soil on the property is sand with little vegetation due to the density of the existing lot .cover. Paralleling the beach is a dune with elevations varying from 8.6' to 26' in height. According to the survey submitted there are currently two Flood Zones on the property a VE (EL 201). and a VE (EL 9'). New Flood maps are currently under consideration by Dare County and may be adopted as early as August 2006. The new Flood Zones are shown on the site plan. There is a vegetated primary dune, dominated by American Beach Grass and Sea Ox Eye. The dune has a gentle sloping profile with a clearly defined First Line of Stable Natural Vegetation (FLSNV) and no erosion escarpment. Sand fencing is located along the toe of the dune and there are no sandbags located on the property. The erosion rate along the project site is 2' per year with a 25' recession line, giving an Ocean Hazard Area of Environmental Concern of 145' measured from the FLSNV. PROJECT DESCRIPTION The applicant, Patricia Fabrikant, is purchasing First Flight Inn to redevelop the site for a new 55 unit motel condominium complex. The redevelopment of the property will involve two phases, demolition and construction. Demolition will include the removal of five buildings and decks, an in ground swimming pool, the septic system, all concrete parking areas and walkways, and the oceanfront bulkhead. The narrative submitted by the applicant's agent incorrectly states that four buildings will be removed, which is not consistent with the drawings. Removal of the buildings will include two duplex rental units along the crest of the primary dune. Demolition will be undertaken in a manner to minimize damage to the dune and preserve the FLSNV. According to the plans a silt fence will be installed to prevent debris from entering adjacent properties. All debris generated from the site will be removed from the property and taken to Patricia Fabrikant First Flight Inn Field Report Page 3 the Dare County Landfill. Once all debris has been removed from the property, site prep work will begin for the second phase of the development. The construction phase of the projects will involve grading and filling the site. Sand fill will be brought in from an upland source to create a gentle slope that will tie into the existing primary dune on the east side of the old bulkhead alignment (approximately 130' landward of the FLSNV) at an elevation of 13' above mean sea level. Areas where buildings have been removed, along the dune ridge, will be filled and vegetated as needed. The proposed motel will be a three story steel framed building constructed on a concrete pile foundation. The structure will have a footprint approximately 26,831sf in area and will be located 121' landward of the FLSNV, one foot west of the large structure setback. A detached 3,631 sf open deck is proposed on the east side of the of the motel and will be entirely within the small structure setback. A 4'x 55' elevated walkway will extend from the deck to the beach terminating 6' west of the FLSNV at a landing that "Ts" to access the beach in two directions. Parking for the motel will consist of 71 spaces, with a 55 space parking deck under the building and ,16 exterior spaces on the west side of the building. The narrative. submitted erroneously states that there will 69 spaces, which is not consistent with,,the applicant's.. drawings. The parking area and access will be a curb and gutter design with an' asphalt. surface. The exterior drive and parking area will be sloped to two flumes with riprap along a stormwater infiltration basin with a depth of two feet. Runoff under the building will be piped to the basin from four small catch basins. The stormwater plan is subject to approval from the Division of Water Quality's Stormwater Section. Underground infrastructure for the property will include a wastewater disposal system with two active LPP fields and (14) 83' lines five feet on center. A complete repair area has been integrated into the design of the system, and is shown on the attached plan. Water, phone, electric and cable accessing the property will be buried along the northern and southern property lines. The final aspect of the development will be a 4' wide geo-web mat buried in the sand along the south and east side of the motel for an emergency footpath. Temporary silt fencing is proposed along the north, south and west property lines, but is not shown on the east side of the property along the beach. Motel Condominium Footprint 26,831sf Asphalt and Concrete Cover 18,065sf Total area of Impervious Surface: 44,886sf The total area of proposed impervious surface on the property will be 44,886sf for a total lot cover of 28%. Impervious surface within the Ocean Hazard AEC will be approximately 5,378sf. The plan view drawing by Atlantic Environmental Consultants incorrectly refers to the AEC as being 75'; however, the totals appear to be accurate. Patricia Fabrikant First Flight Inn Field Report Page 4 Based on the plans and the anticipated land clearing activity the total area of high ground disturbance that will include extensive filling will be approximately 108,375sf (2.5 acres). ANTICIPATED IMPACTS 1) Redevelopment of the property will result in a reduction of impervious surface within the Ocean Hazard Area of Environmental Concern by approximately 6.5 %. 2) The removal of the two frame structures along the primary dune will allow the naturalization of the dune system between the small structure setback and the First Line of Stable Natural Vegetation. 3) The elevated walkway will redirect pedestrian traffic off the dune and directly to the beach, reducing future degradation to the primary dune. 4) If approved the redevelopment of the property will result in an increase in the number of available rental units. 5) The redevelopment of the property will remove all non-conformities with the Division fCoastal-Management's-rttl . Mathis Date Submitted: February 21, 2006 PROJECT NARRATIVE CAMA MAJOR PERMIT - First Flight Retreat- Patricia Fabrikant Kill Devil Hills, Dare County, North Carolina Introduction and History of Protect The proposed project is located at 815 Virginia Dare Trail, in Kill Devil Hills, Dare County on the Atlantic Ocean. The proposed project includes the demolition of the existing four structures known as the First Flight Inn, to construct a motel condominium complex "First Flight Retreat" with onsite L.P.P. septic system. AEC met with N.C. Division of Coastal Management, Lynn Mathis on December 28th 2005 on site to conduct a pre-application meeting. The first line of stable natural vegetation (FLSNV) was established during our meeting on site with Ms. Mathis on 12- 28-05. The annual erosion rate for this area is two feet per year. The proposed project was designed to be consistent with 07H.0306(a)(3). Proposed Project and Construction Methods The first phase of the proposed project includes demolition of the existing four structures known as the First Flight Inn Motel, and attached aboveground concrete swimming pool. e?stracture-s-arE-35to-E5years--c ld-.-The-firstphase-of-this project-alsolncludes-th removal of the existing foundations, septic tanks and fields. An excavator will be utilized to demolish the four buildings and swimming pool, then a front-end loader will transfer the debris to dump trucks, hauled off the project site to Dare County Landfill. The existing septic systems will be removed as well. The existing retaining wall will be removed to construct the proposed motel/condominium complex. The last portion to be demolished and hauled off site will be the existing concrete entrance and parking. Temporary silt fence will be placed along the north and south boundaries of the subject property. The structure proposed is a three story steel frame structure (26,831 s.f.) on a concrete piling foundation with ground level parking (entrance and parking 17,510 s.f). First Flight Retreat will be a 55 room motel condominium complex. An in ground swimming pool is also proposed for this project. Ground level concrete parking area includes 69 parking spaces. A detached lower and upper deck (64'x 53' = 3,393 s.f.) is proposed 8 feet from the structure and accessed by a detached six foot (6'x 8' = 48 s.f.) walkway. The upper deck is access from the lower deck by a set of stairs 64' wide (full width of decks). A four foot dune walk (4'x 55' = 220 s.f.) with two sets of stairway (approx. 4'x 18'= 72 s.f.) is proposed east of the proposed decking, to access the beach. An LPP septic system will be installed to service the 55 room motel. A concrete pad for dumpsters is proposed on the south side of the property (554 s.f.). The proposed LPP septic system/drainfield and repair area will be located west of the proposed structure. Stormwater infiltration basin will be constructed on the southwest comer of the subject property to handle stormwater runoff for this project. Concrete ribbon around circle, entrance and asphalt pavement parking will handle stormwater utilizing concrete piping and 24" curb and gutter system, directed towards drainage flumes with rip rap located along the south side of the driveway, in the direction of the stormwater infiltration basin. (Project narrative - First Flight Retreat - pg. 2) Once debris has been taken off site, the site will be graded and prepped to construct the motel/condominium complex. A Bobcat and bulldozer will be used to grade and prepare the site. Fill will only be necessary after grading takes place in areas lower than the final project elevation (13 feet). Suitable fill will be trucked in from a commercial upland source. Fill will be placed in areas to elevate the existing grade to 13 feet on the east side of the proposed building (approximately 2 feet east of proposed building; a minimum of seven feet (7') and maximum 15' feet east of the existing retaining wall) and taper towards the west to the stormwater retention areas. Concrete will be trucked in from a commercial source to pour the concrete slab. The existing retaining wall will be removed and material (commercial source of suitable fill) trucked in to raise the existing elevation to 13 feet. The remaining portion of the vegetated frontal dune will be left undisturbed, excluding the construction of a dune walk and deck to access the beach. A crane, and other heavy equipment will be utilized to construct the motel/condominium complex. The proposed motel/condominium complex structure will be constructed at the large structure setback. A backhoe will be used to excavate the area to install the LPP septic system. Decking and wooden walkway will be constructed using hand tools. The proposed GeoWeb four foot emergency foot path will be constructed of Presto GeoWeb, which is a black plastic webbing less than 1/16 inch in thickness, and six inches deep, when in place, each cell opening measures eight inches x eight inches with an opening totaling approximately 64 square inches with 168 holes (hole opening measuring 3/8 inch and spaced approx. '/4 inch apart) per cell. To prepare the placement of the GeoWeb, a front-end loader will excavate an area (4' x 330' linear feet) approximately six inches deep to place the GeoWeb on level existing soils (sand). Once the Presto GeoWeb is in place (approx. 3' fiberglass stakes will be used to hold GeoWeb cells open in the correct dimensions) the GeoWeb cells will be filled with suitable sand by shovels and bobcat (sand trucked in from a commercial upland source) to cover the GeoWeb mesh. Once in place, the GeoWeb area will be seeded to allow stormwater filtration. Total impervious areas proposed: Building Area 26,831 s.f. Asphalt Paving Area 17,510 s.f. Concrete Dumpster Pad 545 s.f.
