Dear Mr. Corn:
On 8/14/18, staff of the NC Division of Water Resources (DWR), Water Quality Regional
Operations Section (WQROS), visited your farm. During the visit we discussed items outlined in
NOV-2018-PC-0307 (attached). One item evaluated and discussed included the leachate/solids
trap area. Revisions to this area were provided by the Henderson County Soil and Water
Conservation District dated 9/05/18 (attached). We also discussed notifying Henderson County
Soil and Water Conservation District to request assistance with the installation of a waste -level
gauge in solids pond #1 once waste is removed.
On 9/6/18, DWR received your response to NOV-2018-PC-0307. In your response, you provided
weights of several cows to determine an average Steady State Live Weight (SSLW). This SSLW
differs from the SSLW defined in your Nutrient Management Plan.
Please clarify how you plan to verify that you meet the requirement outlined in your Certificate of
Coverage, dated September 15, 2017, which defines an animal capacity of no greater than an
annual average of 350 Jersey Cows (SSLW=1000 lbs. each) (attached). For example, providing
DHIA records to verify that your yearly average meets the requirements outlined in your
Certification of Coverage and is compliant.
The Division requests the three remaining items will be completed by January 30, 2019.
