The following items from the facility description have been updated for this minor modification: • two (2) 2,000 -pound activated carbon tanks. Technical Correction — April 13, 2017: It was brought to the Division's attention that there a few details to correct in your recently issued permit (March 1, 2017). An "I" was inserted to indicate internal sampling for parameters in Part I, Sections A. (1.) and A. (2). However, in the Electronic Discharge Monitoring Report (eDMR) internet application, an "I" means influent sampling. Internal sampling was not intended to be reported on DMRs. Therefore, to further clarify requirements for internal sampling, Footnote 2 in Sections A. (1.) and A. (2.) is rewritten as follows: Internal Sampling, Location and Frequency: Prior to each carbon -filter change -out, the Permittee shall collect Internal samples including an influent sample point and immediately upstream of each of the final carbon -filters in order to document contaminant "break -through" of the next -to last carbon -filter. Internal samples shall be collected at minimum Monthly, or at a frequency matching or exceeding system -design expected filter saturation [break -through], herein defined as a Batch (see Treatment Batch), whichever is more frequent. The Permittee is not required to report internal samples on the DMR. Copies of these records shall be kept onsite for the duration of the project, at all times available for DWR inspection. Fact Sheet NPDES Permit NC0089656 — 2018 Modification Page 1 Please note that the influent sampling point for internal sampling is not intended to be reported as influent on eDMR. Typically for NPDES permits, influent sampling is required for domestic wastewater systems to demonstrate removal of Biochemical Oxygen Demand (BOD). Additionally, Footnote 9 is updated to following to clarify language: For the eDMR application system, any detections shall be reported by entering "1" [Yes (Y) =1] and no detection shall be reported by entering "0" [NO (N) = 0]. Any detections for Total Purgeables Organics (EPA Method 624) or Base Neutrals & Acids (EPA Method 625) shall be noted in the comments section to include the compound detected and reported concentration. Laboratory reports shall be kept on file in accordance with records retention requirements found in Part II. Section D. 6. It was also indicated by John M. Stewart, with CPG, ECS Carolinas, LLP that the temporary system was modified from the permitted system to include four (4) activated carbon tanks instead of two (2) activated carbon tanks. The supplement to permit cover sheet has also been updated for the facility description to indicate "four (4) 2,000 -pound activated carbon tanks". Facility Summary: This permit is for a privately owned treatment system with 100% industrial wastewater that is <1MGD. The permit authorizes DC Charlotte Plaza LLLP to begin operating a 0.108 MGD dewatering and groundwater remediation system that includes the following components; a temporary dewatering and groundwater remediation system during construction consisting of; o thirty-four (34) recovery wells o three (3) 1,000 -gallon transfer tanks o a trailer -mounted treatment with four (4) 2,000 -pound activated carbon tanks o a bag filter o a flow totalizer o an effluent sample port a permanent dewatering and groundwater remediation system for post construction consisting of; o a sub -slab dewatering drainage system draining to two (2) sumps o sump pumps o two (2) 2,000 -pound activated carbon tanks o a bag filter o flow totalizer o an effluent sample port.
