County: Document: Johnston MCC Funding: � State � Yes ❑ No Permit Type: ? ❑ Federal Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace Bridge No. 277 on SR 1399, Zach's Mill Road, over Pole Branch. At the time of the original request for archaeological review, no preliminary design was available, but a study area 435 feet long (over 132.282 meters) and 100 feet (30.48 meters) wide was requested. For the purposes of this revised archaeological review, the area of potential effects (APE) is considered to be the approximately 1 acre (more than .4 hectare) encompassed by the requested study area. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on September 19, 2017. No previously recorded archaeological resources are located within the proposed APE. However, archaeological sites have been recorded in the vicinity of the proposed APE. Site 31JT1 is located near the top of a ridge toe less than 950 feet northeast of the northern end of the proposed project area. Very little information on this site was available about this site except that the assemblage included prehistoric lithics and ceramics. Similarly, sites 31JT 125 and 31JT126 are located in upland settings to the southwest of the proposed APE. These two sites were identified as part of one of the early archaeological surveys before the construction of I-40 between the Raleigh Beltline and Benson (Loftfield 1979). Site 31JT125 appears to have produced non-diagnostic lithic material but was not fully assessed because it lay outside the project area at the time of the survey. Site 31JT126 produced an assemblage that included non-diagnostic lithic material, as well as Savahhah River Stemmed projectile points and "historic" period ceramics. This site was not considered to be archaeologically significant. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://�is.ncdcr. o�v/hpoweb/) reveals no historic properties are recorded within .5-mile of the proposed project. Three cemeteries have been recorded within that area including the Byrd-Riddley- Harper Family Cemetery and the former location of the Langdon Family Cemetery (possibly located originally within the existing alignment of I-40). An examination of soils in Johnston County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nres.usda. o�v/a�/WebSoilSurvev.aspx) indicates that only the Bibb sandy loam, 2 to 2 percent slopes, frequently flooded (Bb) soil type falls within the delineated APE. No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 1 of 3 Project Tracking No.: 1%-Og-��21 further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: The proposed APE for the bridge replacement extends only 20 feet (nearly 6.1 meters) beyond the existing 60-foot right-of-way (ROW) on each side of Zach's Mill Road. Topographic mapping of the area indicates that the APE outside the existing highway easement can be characterized as the wetlands along the margins of Pole Branch and perhaps the very base of the next alluvial terrace to the northeast. This characterization is supported by the soil mapping that suggests that this entire area is frequently flooded and poorly drained. Archaeological sites located within the general vicinity of the proposed project strongly suggest a preference for occupation of upland landforms rather than alluvial settings like the location of the current proj ect. The current APE does not appear to be well-suited for significant archaeological resources to be present. References Cited: Loftfield, T.
