Review for Permit Renewal — NCS000315

Facility Activities and Process - SIC 5169 - Chemical Distribution. Haz. Waste Treatment/disposal. Facility stores,
blends, repackages and distributes hazardous materials, flammables, caustics, solvents, etc.
Monitoring — The facility has been monitoring for TSS, O&G, COD, Toluene, Xylenes and pH. Previous permit did
have tier system.
o Data from 2010 — 2017 (in renewal app and DMRs) shows no benchmark exceedances.
o Propose to remove 0&G, Toluene and Xylene.
o Parameters remaining in the permit —TSS, COD, and pH.
o Tier structure adjusted to have the three levels as in current permits.
o Parameter codes added to permit.
Discussions with Facility — 8/28/2018 email to Ed Graves, Mike Trull and Amy Bauer to try and set up call to discuss
renewal. Response back from Chris Byerman on 8/28/18 — set up call for 9/4/18. Chris provided contact update
information to get database up to date.
9/4/18 Call with Chris Byerman and Amy Bauer (Consultant). Facility has not had any changes in process or materials
that could change the stormwater permit. There have been some contact changes and they will provide information
on the changes. We discussed the changes to expect in the permit including removal of some parameters from
monitoring and the other general changes along with the permit issuance for a short cycle (through 2021). Asked
facility reps to review the changes to the site plan that have removed outfalls 007 and 008 and verify what happened
there. Also asked for information on the containment basin, how it is set up, when it discharges, etc. Followed up
with email on these issues on 9/5/2018 (see email on second page). Chris also noted that facility is inspected
monthly by DWM staff and that information on possible pollutant sources can be found in the Toxic Release
Inventory (TRI) reports.
Surface Water Information - Facility drains to Stewart Creek in the Catawba River Basin, 11-137-1-2 , a class C
stream. 2016 Integrated Report does not list Stewart Creek as impaired. Does ultimately flow to Irwin Creek which
has some impairment issues for turbidity and lead. Current permit does note the Irwin Creek impairment.
NC National Heritage review — NHP report shows no aquatic resources within project area or within one mile of the
project boundary.
Regional Office Information - MRO — Draft to region and to CMSWS on 09/19/2018 by email. MRO approval through
email on 10/22/18, site visit done on 10/17/18. Talked with James on 11/5 about outfalls at the site and he verified
outfalls and that they were sampling 001 as approved in the previous permit (by settlement agreement) and that
this location captured the industrial area sufficiently. This will be changed in the final permit and noted in the cover
letter that they only need to sample 001 as before. Had waited on this pending information on some outfall
locations. James indicated that the pipes that were previously noted as outfalls 007 and 008 drained to a grass area
and sheet flowed.

Chris and Amy,
Thanks for talking with me yesterday about the Nexeo facility in Charlotte and the renewal process. I just wanted
to send an email as a reminder about the two items we discussed at the end that you guys were going to get us
more information on.
• Outfalls 007 and 008 that appear on the site plan in the renewal application but are not on the site plan
that Chris forwarded recently?
• Containment Basin - It would be helpful to get a little more information on the function of this basin.
