application: Currently the site is heavily wooded. The general land use in the vicinity of the project is predominantly old
and new residential.

Less than 0.10 acres within the property boundaries, however these wetlands are located solely within the riparian areas
and not within proposed impact location.

Approximately 531 linear feet.

The purpose of the proposed project is to construct a sanitary sewer connection to the existing sanitary sewer system.

The overall project will consist of the construction of a church and necessary facilities. Heavy equipment typically used
for grading, excavating, concrete pouring etc. will be used.

Impacts to jurisdictional waters/wetlands have been avoided throughout the development plan. The sanitary sewer
connection location is set because of existing dedicated City of Raleigh Easements. Sanitary sewer crossing designed to
cross surface waters at a perpendicular angle (i.e. between 751 and 105°).

Erosion & Sediment Control plan will require measures such as tree protection fencing, sediment fencing and
sediment basins to protect water quality during construction activities.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated
Wetlands Programs" document prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft
states that many private developments are unlikely to cause cumulative impacts, including projects such as urban in-fill,
most residential subdivisions and small commercial developments as well as agricultural and silvicultural operations. The
Agape Fellowship Church project is a small development within a highly development watershed. The City of Raleigh is
requiring a stormwater management plan. We anticipate that the DWQ will advise us if any additional information is
needed.

This project will connect to the City of Raleigh Sanitary Sewer System. The City will ensure that the capacity of their
