The proposed project site comprises ±1.35 acres that include a ±1.15 acre tract and an adjoining ±0.20 acre tract. The larger tract was the site of the old Oasis Restaurant, which was completely destroyed by fire. The combined property is ±450' wide by ±140' deep and is comprised of sandy shell soil. The shoreline has been recently bulkheaded with the exception of ±15' of riprap at the west end and ±75' of riprap at the east end. As previously stated, the site is the former location of the Oasis Restaurant that burned down several years ago. The building debris was removed from the site and only the asphalt parking lot with associated turf stone remains on the upland portion of the property. The existing parking lot accounts for an existing impervious coverage of ±15,307 ft2 or ±26.0% of the entire site and will be removed prior to construction of the hotel. A ±2001 long section of the bulkheaded shoreline has a 6' wide dock on the waterward side with a short pier ending in a ±30' octagon shaped covered gazebo. The remainder of the site is vegetated with upland grasses as well as a few yucca and pampas grass plants. Grading and filling activities are taking place on the site at this time as authorized under a CAMA Minor permit issued by the Town of Nags Head. The site is bordered on the west (upstream) side by an undeveloped lot with some riprap along the shoreline and is predominately vegetated with upland grasses as well as SSpartina alterniflora and Juncus roemerianus along the shoreline. The site is bordered on the east (downstream) side by a bridge on US 64. The project site has an existing elevation of ±4.3' above the normal water level (NWL). Roanoke Sound and the manmade canal at this location have been classified as SA by the Environmental Management Commission. The area is closed to the harvesting of shell fishing. Project description The applicant proposes to construct a ±6,983 ft2 hotel on the site. The hotel will consist of 17 suite units constructed on elevated pilings with concrete paved parking underneath. An adjoining ±10,255 ft' concrete parking lot with an entrance drive off US 64 is proposed adjacent the new hotel. The applicant also proposes to install a pool with a ±1,054 ft2 concrete deck around the perimeter. As proposed, the amount of impervious coverage within the 75' Coastal Shoreline Area of Environmental Concern (AEC) is ±10,549 ft2 or 28.0%, which is below the 30% allowed by rule. With the exception of a 6' wide wooden access to the west end of the existing dock as well as ±19 ft2 of deck associated with a ±8' by ±25' proposed wooden walkway adjacent the hotel, no other activity is proposed within the 30' Coastal Shoreline Buffer The applicant proposes to install an Advantex System to handle the wastewater. This system has been approved by the Dare County Health Department under Permit No. 12703 (attached). The Town of Nags Head has approved the Soil Erosion and Sedimentation Plan submitted by the applicant in a letter dated 28 January 2006 (attached). Anticipated impacts The project as proposed will result in the disturbance of ±58,840 ft2 of uplands as a result of the construction activities. This property previously consisted of a restaurant, which was destroyed completely by fire. The proposed hotel will have a building footprint of 6,983 square feet and 23 parking spaces. The owner of the property is Kellam-France, Inc. and Mr. Derek Hatchell is an incorporated owner of Kellam-France, Inc. All existing pavement and concrete will be removed and permanent vegetation will be established. The only existing vegetation is turf grass. All existing wastewater tanks and drainfields will be removed and an Advantex System will be installed. Advantex treatment systems currently have an Innovative Wastewater System Approval (IWS 2004-3) by the On-Site Wastewater Section of NCDENR's Department of Enviroiunental Health. We will be obtaining site-specific approval for the system on this site from the Dare County Health Department. All surface runoff will be collected by drainage structures and conveyed via pipes to an infiltration basin which will con. A bypass device precedes the infiltration basin and will disperse the runoff exceeding a 1-1/2 inch storm event through a 50-foot vegetated filter using a level spreader prior to discharge into the waters of the state. The site will be graded to prevent runoff into the adjacent waters. No fill material will be placed in the water; however the property owner is requesting to bring fill to the site in order to bring the site up to the proper FEMA elevation. Silt fencing will be installed within the perimeter of the entire site to ensure no disturbance on the adjacent property and to contain sediment on the site. An Erosion and Sedimentation Control Plan has been included as well as the Erosion Control Permit as issued by the Town of Nags Head. There is no encroaclunent onto coastal wetlands. In the primary tanks, a 6,000-gallon septic tank and a 3,000-gallon filter tank, the raw sewage separates into three distinct zones: a scum layer, a sludge layer, and a clear layer. Heavy solids settle to the bottom to form the sludge layer, while the lighter material floats to the top to create the scum layer. Facultative and anaerobic digestion converts the organic matter to volatile organic acids while strict anaerobes ferment the volatile organic acids to gases (methane, carbon dioxide, etc.). Effluent from the clear zone is then passed through a Biotube@ effluent filter before being transported to the recirculation- blend tank described below. AdvanTex Treatment Systems are capable of processing typical commercial AdvanTex influent wastewater to better than "secondary standards." Prior to the AdvanTex Treatment System, primary treatment of raw sewage is accomplished through appropriately sized primary septic tanks. After primary treatment, the effluent enters the 6,000-gallon recirculation-blend tank, where it blends with the contents of the tank. ProStepTM pump packages in the recirculation-blend tank transport blended effluent to a distribution manifold in the AdvaTex filter pod. Effluent percolates down through the textile media within the pod, where it is treated by naturally-occurring microorganisms that populate the filter. After passing through the filter media, the treated effluent flows out of the filter pod through the filtrate return line that returns the effluent to the recirculating valve. The valve automatically splits or diverts the flow between the recirculation-blend tank and the final discharge and controls the liquid level within the tank. Final discharge is to a 3,000-gallon pump tank that doses an LPP drainfield. During extended periods of low forward flow into the system, 100% of the treated effluent is returned to the recirculation-blend tank.
