boatlifts on the subject property.

9. PROJECT DESCRIPTION:
The applicant has requested that the subject CAMA Major Permit Application be proposed under the
Express Review Permitting Program. The project site is located at 618 Waynick Blvd., adjacent to Banks
Channel located at the southern end of Wrightsville Beach, between the Atlantic Ocean and Greenville
Sound, in New Hanover County. The lot is approximately 0.10 acre with 48' of shoreline frontage. The
lot averages 3'-5'above mean sea level and the shoreline is stabilized by a bulkhead. The applicant
maintains a single-family residence on property and vegetation consists of lawn grasses and landscape
shrubs. The property is divided by Waynick Boulevard and the western portion of the lot, where the pier
would originate, is mostly concrete.
A CAMA General Permit (GP # 43999) was issued to the applicant on 3/01/06, for the construction of a
new bulkhead (located 2' waterward of the existing bulkhead) and for maintenance dredging within the
applicant's area of riparian access. Existing water depths average -3.0' below Mean Low Water (MLW),
however, the recent General Permit allows for dredging to a depth of-6.0' MLW.
The applicant previously maintained a pier and docking facility adjacent to the subject property, however
it was recently demolished. All structures associated with the previous docking facility have been
removed and transported off site.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground portion of the project area as Developed. The waters of the Banks Channel, which are included in
the Wrightsville Recreational Area, are classified SB# by the N.C. Division of Water Quality. They are
NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are
CLOSED to the harvest of shellfish.
PROPOSED PROJECT: The applicant proposes to construct a pier (6' x 22') that would originate
from the center of the lot, adjacent to the bulkhead. The proposed pier would span in a westerly direction
and would terminate in a 10' x 12' covered gazebo. The gazebo would provide access to a 6' x 60'
section of floating dock. The proposed dock would be in alignment with the pier and would also extend
in a westerly direction. Two boatlifts would be installed, each located on the northern side of the
proposed dock, adjacent to the gazebo. The proposed docking system would provide dockage/storage
space for up to four (4) vessels.
According to the work plat drawings provided by the applicant's agent, the proposed structure would be
located within the established area of riparian access, and would not extend beyond the established pier
head line.
10. ANTICIPATED IMPACTS
The proposed pier, gazebo and floating dock would incorporate an additional 612 square feet of
estuarine waters and public trust area. The proposed structure would be consistent with the Town of
Wrightsville Beach Pier Head Line and can be built with in the applicant's area of riparian access. Minor
increases in turbidity can be expected during construction.
