9. PROJECT DESCRIPTION
East Coast Engineering Company, P.A., on behalf of CL Smith and Son, LLC, has requested that the attached
application be processed under the Express Permit Review Pilot Program.
The project site is located at the corner of E. Moore and Willis Street, adjacent to Bonnet's Creek, in Southport,
Brunswick County. To fmd the property, take Hwy 74/76 west from Wilmington towards Leland. Turn left onto
Hwy 133 at the intersection of Hwy 74/76 and Hwy 133, and follow until the road dead ends. Turn left onto Howe
Street and travel approximately 2.5 miles. Turn left onto E. Moore Street and the property will be located on the
left hand side approximately two miles.
The subject property is approximately 3.58 acres with roughly 540' of shoreline along Bonnet's Creek (the
southern property line). Currently, the site is undeveloped. Elevation at the site averages approximately 5 to 15 feet
above Mean High,Water (MHW). Vegetation associated with the high ground portion of the property consists
primarily of lawn grasses' and understory vegetation including Wax Myrtles, Yaupons, and Red Bays. Transitional
species, including: Sea Oxeye (Borrichia frutescens), Saw Grass (Cladium jamaicense), Common Reed (Fragmites
spp) and Grounsel-bush (Baccharus halimifolia) are located along the upper edge of the coastal wetlands. High
coastal marsh vegetation, including, Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata),
Sea Lavender (Limonium, spp), and Salt Meadow Grass (Spartina patens) complete the transition to the waters
edge where Smooth Cordgrass Marsh (Spartina alterniflora) is the predominant species. There is a strip of "404
type" wetlands located along the southern edge of the property between the coastal marsh and the high ground. A
"404 type" wetlands delineation has been completed and approved by the U.S. Army Corp of Engineers (COE).
The waters of the AIWW, adjacent to Bonnet's Creek and the project site, are classified as SC by the North
Carolina Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C.
Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish.
PROPOSED PROJECT
The applicant is proposing to subdivide the 3.58 acre tract into nine (9) lots and install a 275' long private road and
cul-de-sac, as well as utilities. Additionally, a bulkhead would be installed on the landward side of the "404 type"
wetlands line to provide shoreline stabilization. The applicant is proposing to backfill a 20' x 540' section of high
ground along the southern edge of the property (along Lots 1, 2, 3, 4 and 5) following bulkhead installation. As
proposed, the asphalt road would enter the property from Moore Street and would continue in a north-westerly
direction before terminating in a turn around cul-de-sac located at the south eastern edges of lots 3, 4, 5 and 6. The
private road would be located within a 20' right-of-way and would consist of 20' paved asphalt travel lanes with 2'
concrete borders on each side. The proposed bulkhead would be located just landward of the "404 type". wetlands
line. Two vegetated stormwater swales would be constructed, one between lots 1 and 2 and one between lots 4 and
5. The swales would drain into an energy dissipation basin and then out through the bulkhead. As proposed, the
basin would not provide any treatment or permanent collection for stormwater run-off.
10. ANTICIPATED IMPACTS.
The initial grading and filling of the site for road construction and Lot preparation would result in the disturbance
of approximately 2.54 acres (110,642 sq. ft.) of high ground. Total impervious surface coverage within the 75'
Estuarine Shoreline AEC would be 30%. The applicant has received a State Stormwater Permit #SW8040402,
from the Division of Water Quality for the proposed upland development. The applicant has also received an
approved Sedimentation and Erosion Control Plan (SECP) from the Land Quality Section (Bruns-2004-262).
Additionally, the applicant has received approval for a wastewater collection system extension, connecting to the
City of Southport. The wastewater permit was issued by the Division of Water Quality under permit no.
WQ0024356.
