Mackintosh WTP Certificate of Coverage NCG590013 under NPDES General Permit NCG590000 Alamance County Dear Mr. Thomas: On September 6, 2018, Paul DiMatteo of this office met with you, operator in responsible charge (ORC), to perform a Compliance Evaluation Inspection on the subject wastewater treatment facility. This type of inspection consists of two basic parts: an in-office file review and an on-site inspection of the treatment facility. The attached inspection form notes the areas that were evaluated for this inspection. The findings and observations are outlined as follows. - I. Permit The general permit became effective on August 1, 2014 and will expire on July 31, 2019. A copy of the current permit was available during the inspection. The facility was as described in the permit. II. Self-Monitoring Program A review of discharge monitoring reports (DMRs) from December 2016 through July 2018 revealed no actioned violations. Sampling is being conducted at the location and frequency specified by the permit. One composite whole effluent toxicity sample is required annually. Mr. Thomas said the sample is collected by hand, by filling a 250-milliliter (ml) sample jug every hour during a time that the effluent pumps are run continuously and combining the aliquots./The flow for the day should be reviewed and aliquot volumes adjusted to ensure the sample is proportional to the flow, with no aliquot being less than 100 ml. Mr. Thomas said he may set up a continuous drip line to take the sample. In this case, care should be taken to ensure the sample is properly preserved during collection (e.g. by refrigeration). The facility measures residual chlorine, pH and temperature at the on-site laboratory under the City of Burlington's WWTP lab certification,#188. Other analyses are performed by Burlington's main laboratory. Mackintosh WTP, 9/6/2018 yearly. Note, however, that the General Permit does not require effluent temperature measurement, but such measurements must be reported if conducted. Ill. Records/Reports Copies of DMRs, operator visitation logs, daily operation sheets, maintenance reports, lab reports and chain-of-custody forms were available for review during the inspection. DMRs and lab data are maintained according to the permit. DMRs include all permit parameters. A comparison of submitted data with available field lab bench sheets revealed no errors or concerns. Non-field bench sheets are maintained at Burlington's main laboratory and were not evaluated during the inspection. IV. Flow Measurement Effluent flow is measured using a Venturi meter set in the effluent pump force main and recorded using SCADA. The meter is calibrated quarterly by Instrument Services, Inc. The last calibration was conducted in June, 2018. V. Operations and Maintenance The plant is operated as required. All operators are properly designated and hold adequate certifications. The facility appeared to be well operated and managed. VI. Facility Site Review The plant has two settling lagoons that are used interchangeably to manage filter backwash. Lagoon #1 was down for sludge clearing, which is handled by EMA Resources. No problems were noted during the inspection. VII. Effluent/Receivinq Waters Treated effluent is discharged to Big Alamance Creek just below the Lake Mackintosh dam, class WS-V; NSW waters in the Cape Fear River Basin. Effluent appeared clear with no visible impact to the receiving stream. The compliance evaluation inspection is satisfactory.
