Sullins Governor Director July 30, 2010 JOHN R. CARMAN, PUBLIC UTILITIES DIRECTOR CITY OF RALEIGHI PO Box 590 RALEIGHI, NORTH CAROLINA 27602 Dear Mr. Carman: Natural Resources Subject: Permit No. WQ0034833 Dee Freeman Secretary Correction City of Raleigh Wrenn Road Spray Irrigation Facility Class A Residuals Distribution Wake County In accordance with an email response received from Mr. Tim Woody on July 21, 2010, we are forwarding herewith a corrected Attachment A for Permit No. WQ0034833, issued July 2, 2010, to the City of Raleigh for the subject land application of residuals solids program. The following corrections have been made to the Attachment A: • The monitoring frequency for Condition N.2 has been reduced from six (6) times per year to one time per permit cycle. Footnote b has been amended to explain that the Wrenn Road facility is intended to be a onetime land application event. Please be aware that the six samples per year frequency is an Environmental Protection Agency (EPA) requirement for 503 type residuals. It is our understanding that for the EPA annual report, the permittec will need to have six sampling results even if the permittee applies all of the material during the first sixty (60) day period (the initial sampling event counts as one). The footnote b on attachment A is intended to address this concern. The Division of Water Quality recommends if the permittee has questions concerning the EPA annual reporting requirements that it contact the EPA directly.
