In accordance with your email request on July 7, 2011, Condition 111.8. (Page 5) of the above
referenced permit has been modified to remove the last sentence of the permit condition. This change has
been made in order to allow operation of the County's reclaimed water distribution system to occur prior
to issuance of NPDES permit NC0026051. Please replace Page 5 of the permit issued November 2. 2010
with the enclosed revised Page 5.

7. An education program shall be developed and implemented to inform reclaimed water bulk
distribution users of the proper use of reclaimed water. Educational material shall be provided to all
facilities provided with reclaimed water, and these materials shall be maintained consistent with the
reclaimed water uses. All educational materials shall be made available to the Division upon request.
All reclaimed water generated at the Durham County Triangle WWTP (NC0026051) that is released
from Durham County -owned distribution system blow -off valve (BOV) assemblies onto the ground
surface (which can flow to surface waters of the State) shall be monitored and recorded in accordance
with NPDES permit requirements. Also, all reclaimed water BOV release data provided to Durham
County from the Town of Cary shall be reported. The Permittee shall request a NPDES permit
modification to include monitoring for the volume of reclaimed water and the mass of nutrients for all
BOV releases in the NPDES permit.
IV. MONITORING AND REPORTING REQUIREMENTS
1. Any Division required monitoring (including groundwater, plant tissue, soil and surface water
analyses) necessary to ensure groundwater and surface water protection shall be established, and an
acceptable sampling reporting schedule shall be followed.
Per 15A NCAC 02H .0800, a Division certified laboratory shall conduct all laboratory analyses for
the required effluent, groundwater or surface water parameters_
Flow distributed to the conjunctive reclaimed water system shall be continuously monitored, and
daily flow values shall be reported on Form NDMR.
The Permittee shall install and maintain an appropriate flow measurement device to ensure the
accuracy and reliability of flow measurement consistent with accepted engineering and scientific
practices. Selected flow measurement devices shall be capable of measuring flows with a maximum
deviation of less than ten percent from true flow; accurately calibrated at a minimum of once per year;
and maintained to ensure the accuracy of measurements is consistent with the selected device's
accepted capability. The Permittee shall maintain records of flow measurement device calibration on
file for a period of at least five years. At a minimum, documentation shall include:
a. Date of flow measurement device calibration,
b. Name of person performing calibration, and
c. Percent from true flow.
4. The Permittee shall monitor the effluent from the subject facilities at the frequencies acid locations for
the parameters specified in Attachment A.
The Permittee shall maintain adequate records tracking the amount of reclaimed water distributed
(PPI -001). These records shall include, but are not necessarily limited to, the following information:
a. Date of distribution, and
b. Volume of reclaimed water distributed (i.e., monthly total).
6. The Permittee shall maintain adequate records tracking the amount of reclaimed water distributed at
its bulk distribution fill station (PPI -002). These records shall include, but are not necessarily limited
to, the following information:
c. Date of distribution,
d. Name and drivers license number of truck operator.
e. Bulk fill certification number or equivalent (proof of certification provided to reclaimed water
user),
f. Name of end use
