Some examples would be: nailing the notice card to a telephone pole or tree along the road right-of-way fronting your property, or at a point along the road right-of-way where a private road would lead one into your property. PROJECT DESCRIPTION The project location is a 20 acre tract of land located north of the end of SR 1561. The areais fairly heavily wooded on the upland.portion of the tract. There is a marsh border along the southern portion of the tract consisting of Spartina alterniflora (Smooth cordgrass). Landward of the Spartina alterniflora, there is an area of mixed high marsh grading into typical "404" wetlands which extends 100'to 150' into the property. The applicants property is split into two parcels by two other parcels of land. The public use at the end of SR 1561 is moderately heavy. Clammers and crabbers take full advantage of the access provided by the State road. The waters in this area are classified as SA open. They are not a designated primary nursery area. Water depths range from -4' m/w to -6' m/w in the project area. The applicant proposes to construct two piers. These piers will be located at either end of the proposed future development. This development is represented on the plans as two groups of lots with 10 each. There is a road shown on the plans, but no road now exists on the property. The northern most pier (Location A) consists of a 6' wide pier approximately 100' long which terminates as a 16' x 16' deck. A ramp extends down from this deck to an approximately 150' long floating dock. The dock will allow for 10 spaces. A series of mooring pilings will be set approximately 30' off the face of the dock. The southern pier will be built in more or less an identical fashion to the northern one. This location is identified as B. The pier length is reduced to approximately 85'. All other features have the same dimensions given for pier A above. Pier A and all mooring facilities will be at least 115' from the mean edge of the AIWW.- Pier B and all mooring facilities will be at 'Least 85' from the near edge. A 10' wide common area parallel to the shoreline has been provided at each pier site. At site A, this strip is 235' long and a site B 250' long. Each common area would connect to the interior lots via another 10' wide access corridor. In addition, the common area at site B connects to the northern side of SR 1561 which will allow the public to transverse around the end of the proposed pier in order to reach the water areas which they utilize. 10. ANTICIPATED IMPACTS The proposed piers are located approximately 1000' from each other measuring from the ends of either dock. They are serving, what appears to be, two future subdivisions with approximately one acre lots. The proposed road is located approximately 400' or greater landward of the mean high water contour. The applicants agent has indicated the need for approximately -6' mlw depths due to anticipated fixed keel vessels. Neither pier exceeds the one-third water body rule or the 27 square foot/linear foot of shoreline requirement. The most significant adverse impact could be the blockage of public use of this area from SR 1561. The common area provided at the end of Pier B appears to resolve this potential problem. There may be potential future problems with wetlands on some lots, especially "404" types. Corps personnel should identify those areas prior to any construction. Submitted By: C.
