Dear Mr. Cardwell:
The Division of Coastal Management hereby acknowledges receipt of your
application for state approval for installation of sewer outfall and three lift stations
to serve the Bayshore area. Based on changes in the original proposal and
additional verbal information, it was considered completed on September 8, 1988,
and appears to be adequate for processing at this time. The projected deadline for
making a decision is November 22, 1988. An additional 75-day review period may
be necessary and if so, you will be advised of the extension and the new deadline.
NCGS 113A-119(b) requires that Notice of an application be posted at the
location of the proposed development. Enclosed you will find a "Notice of Permit
Filing" postcard which must be posted at the site of your proposed project. You
should -post this card at a conspicuous point along your property where it can be
observed from a public road. Some examples would be: nailing the notice card to
a telephone pole or tree along the road right-of-way fronting your property, or at
a point along the road right-of-way where a private road would lead one into your
property. Failure to post this Notice could result in an incomplete application.
A field report has been prepared and is in the process of being circulated to
the various state and federal review agencies for their comments. If additional
information is required based on this review, the agencies may contact you directly.

8. Project Summary The applicants propose to install sewer outfall and three
lift stations within the Bayshore subdivision.

9. PROJECT DESCRIPTION
The project is located within the Bayshore subdivision. The site of
lift station 1 is adjacent to the existing boat ramp area within the
subdivision. This boat ramp is on a small branch of a main tributary to Pages
Creek. The lift station is sited on high ground (see C27). Lift station 2 is
on another branch off upper Pages Creek. It too is located on high ground (see
25). Lift station 3 is sited on high ground. However, in order to reach it a
small ditch containing Scirpus species will be crossed with the access road
(see C23). All thq outfall lines are located within the road right of ways.
Stations 1 and 2 are located within 75' of mean high water and station 3
involves filling coastal wetland species. Pages Creek is classified as SA
closed and is a designated primary nursery area.
10. ANTICIPATED IMPACTS
Approximately 50 square feet of Scirpus species will be consumed in order to
construct lift station 3. The application states that wetlands will be filled
in the three lift station sites. However, field investigations revealed that
this will not be the case.

I have no objections to the.proposed project subject to the following
conditions.
1. All excavated material must be deposited on high ground and prevented from
entering waters or wetlands of the State.
2. At lift station 3, the access road must be kept to the minimum size
necessary to cross the ditch. Both sides must be stabilized with silt
barriers to avoid marsh impact.

In addition to 'the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
A check for $100 made payable to the Depart-
ment of Natural Resources and Community
Development to cover the costs of processing the
application.
A signed AEC hazard notice for projects in ocean-
front and inlet areas.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113.229(d).
