NARRATIVE DESCRIPTION: The Parks and Recreation Department for the City of New Bern is proposing to construct a pedestrian access walkway linking Union Point Park with the Bicentennial Park located near the Sheraton Hotel, on the Trent River Waterfront, in downtown New Bern, Craven County. The proposed pier or walkway will measure 110' long x 10' wide and will cross under the Highway 70 Business Bridge. The shoreline on both sides of the bridge is well stabilized by a concrete bulkhead with a 10' to 15' wide protective apron of heavy rock and marl along the outer toe of the structure. As proposed, the new walkway will tie into the existing wooden dock and pier system located at the Union Point access facility. The top deck elevation of the proposed walkway will be about 3' above normal water level. This will provide an overhead clearance of 8.5' under the Trent River Bridge. The new boardwalk will be constructed with hand rails and curb runners on both sides. These design features are for public safety, as well as wheelchair users. The water depths along the pier alignment vary from 3' to -6' deep on normal water. 10. ANTICIPATED IMPACTS: The proposed 110' long pedestrian walkway will not significantly impact public navigation on the Trent River. Although the pier will limit the public trust use of the open water area (6,300 sq. ft.) under the bridge, it is doubtful that this particular area is utilized by the general public. This possible negative factor will be greatly offset by the public benefits derived by the new boardwalk. The proposed structure will provide routine users to the two parks easy access. It is clear at this time that pedestrian traffic must cross the busy Highway 70, known as East Front Street, in Downtown New Bern, in order to come and go from the two highly utilized park areas. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. NARRATIVE DESCRIPTION: The Parks and Recreation Department for the City of New Bern is proposing to construct a pedestrian access walkway finking Union Point Park with the Bicentennial Park located near the Sheraton Hotel, on the Trent River Waterfront, in downtown New Bern, Craven County. The proposed pier or walkway will measure 110' long x 10' wide and will cross under the Highway 70 Business Bridge. The shoreline on both sides of the bridge is well stabilized by a concrete bulkhead with a 10' to 15' wide protective apron of heavy rock and marl along the outer toe of the structure. As proposed, the new walkway will tie into the existing wooden dock and pier system located at the Union Point access facility. The top deck elevation of the proposed walkway will be about 3' above normal water level. This will provide an overhead clearance of 8.5' under the Trent River Bridge. The new boardwalk will be constructed with hand rails and curb runners on both sides. These design features are for public safety, as well as wheelchair users. The water depths along the pier alignment vary from •3' to -6' deep on normal water. 10. ANTICIPATED IMPACTS: The proposed 110' long pedestrian walkway will not significantly impact public navigation on the Trent River. Although the pier will limit the public trust use of the open water area (6,300 sq. ft.) under the bridge, it is doubtful that this particular area is utilized by the general public. This possible negative factor will be greatly offset by the public benefits derived by the new boardwalk. The proposed structure will provide routine users to the two parks easy access. It is clear at this time that pedestrian traffic must cross the busy Highway 70, known as East Front Street, in Downtown New Bern, in order to come and go from the two highly utilized park areas.
