8. PROJECT SUMMARY: The applicant proposes to maintenance excavate a
portion of one finger canal to measure 60' long x 60' wide x -6'
deep on NWL This work includes removal of some 800 sq. ft. of
marsh veuetation - spoil material to be placed on the hill.

9. NARRATIVE DESCRIPTION: The project site is located on one
of the interior canals within Fairfield Harbour Subdivision,
just off the Neuse River, and Southwest Creek, near the end
of SR 1600, in Craven-County. The project site involves 4
individual lots (#59, #60, #61 and #62, in Section 5),
located just inside the main entrance gate, off Caracara
Drive. The 4 residential lots are situated around the
terminal end of an 800' long finger canal. The interior
canal system at Fairfield was originally excavated from a
lesser tributary of the river known as Spring Creek. Mr.
Donald W. Kroeger, the applicant, represents Neuse Realty
(owner of Lots #61 and #61), and 2 other individual property
owners, Mr. and Mrs. Lloyd Burch own Lot #59, and Mr. and
Mrs. Martin Neville own Lot #62.
The project proposal involves maintenance excavation within
the canal that immediately fronts the 4 referenced lots. As
proposed, the area to be excavated will measure 60' long x
60' wide and will restore a water depth of -6' at NWL. The
excavation will directly displace approximately 800 sq. ft.
of fringing marsh vegetation. The marsh varies from 2' to
10' wide and extends in front of each of the 4 lots for a
distance of about 1301. Several species of brackish water
plants were noted during the onsite visit: Sawgrass, Salt
Rushes, Salt Meadow Hay, Sea Lavender, Water Hemp, Milfoil,
Pink Marshmallow, Bull Tongue and Alligator Weed. The
wetlands vegetation is considered to be a high marsh as
opposed to a low marsh dominated by saltmarsh cordgrass.
The marsh was able to establish itself along the edge of the
canal in front of the bulkhead as silt and sediment runoff
eroded the front face of each of the lots. This process has
taken place over the past 10 to 15 years. The applicant has
estimated that the project will generate 146 cu. yds. of
sandy spoil. The maintenance excavation will be
accomplished by a dragline and clam shell bucket. As the
project drawings show, the spoil material will be placed on
the applicants highground property (Lots #60 and #61) and
retained by a containment dike. In addition, a sediment
curtain will be employed between the disposal area and the
bulkheaded shoreline. These erosion control techniques are
particularly important since the lots are susceptible to
erosion due to the side slopes facing the canal. The
elevations over the lots appear to vary from +3' at the
bulkhead to about 15' near the roadway.
10. ANTICIPATED IMPACTS: The proposed project will directly
displace approximately 800 sq. ft. of irregularly flooded
wetlands dominated by high marsh species. The marsh has
been opportunistic in establishing itself along the terminal
end of the man-made canal. The size and

composition of the fringe marsh does not suggest an area of
significant resource. The local ecology of the Fairfield Harbour
canal system should not be adversely impacted by the proposed
project. Spoil containment and retention on the highground
property appears to be an important issue of this project and
every effort needs to be employed to prevent the material from
eroding.

A copy of th deed .{"w t' i Cplication only) or
other instrume under which the applicant 'claims
title to the affected property. If the applicant .is-not
claiming.to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to cary out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on b V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger .plats are. acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's tt a of larger drawings.) A site or
.location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which. to.submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 11)-229(4).
