PROJECT SUMMARY: Applicant proposes to bulkhead and backfill 60' of estuarine shoreline an average of 3' and a maximum of 8' waterward of normal water level and to construct a 4' x 40' dock with an 8' x 16' "L" to replace an existing dock. No coastal marsh will be impacted. THURMAN J. CAIN BIO REPORT PAGE 2 SITE REPORT Applicant currently owns a 60' x 115' lot on Big Colington Island, Dare County. The lot has a trailer and septic tank and is bulkheaded. The bulkhead and dock are in need of repair. Both ends of the bulkheaded area have eroded back some 6' landward of the alignment. No coastal marsh occurs here and the upland area is dominated by Spartina patens, Smilax spp., Ipomea sp. with an overstory of loblolly pine, Pinus taeda and live oak, uercus virginiana. Applicant proposes to replace the bulkhead with a new one located 2'' waterward of the existing one. Applicant also proposes to replace a pier 6' from the western property line. ANTICIPATED IMPACTS With the placement of the bulkhead and subsequent backfilling, approximately 231 sq. ft. of shallow water habitat will be lost. Some localized, short-term turbidity will result from constructing the bulkhead.
