PROJECT SUMMARY: The applicant proposes to replace two existing fixed slips, with two slips on a proposed floating dock, adjacent an existing travel lift and haul out dock. N. C. Seafood Industrial Park Authority - Wanchese c/o Bob Peele - Director Dare County Bluewater Yachts Outer Banks Sales Office Express Permit Review Program Project setting Bob Peele, on behalf of the N. C. Seafood Industrial Park Authority, has requested the attached application be processed under the Express Permit Review Program, for the installation of a floating dock. The project site is located in Wanchese at 898 Harbor Road (off SR 1140) at Bluewater Yachts Outer Banks Sales Office, Lots 18,19, and 19A in the manmade basin (Mill Creek) of the Seafood Industrial Park adjacent Roanoke Sound in Dare County, North Carolina. Bluewater Yachts Outer Banks Sales Office is a tenant in the Seafood Industrial Park and to date all permits issued in the park have been under the name of the Park Authority for specific lots and/or tenants. Previous CAMA Major Permits issued to the Park Authority include Nos. 2-77, 139-80, 175-84,120-80, 63-88,124-94, 50- 98, 91-98, 23-99, 64-99, 100-99, 147-00, 68-01, 90-02, 29-03, 140-03, and 119-05. The Park Authority is viewed as one large upland marina for permit processing. The Park Authority's land encompasses ±54 acres around the basin and currently has various marine based tenants, with numerous slips in various configurations within the basin. The tenants include the US Coast Guard, various boat builders, commercial fishing operations, and various marine supply businesses. As previously stated, the project site is located on lots 18, 19, and 19A and the current tenant is Bluewater Yachts Outer Banks Sales Office. The 3 parcels that make up the project site total ±1.9 acres. Bluewater Yachts Outer Banks Sales Office is a full service marina maintenance facility with a travel lift, boat haul out structure, and 8 fixed slips. The property is developed with a large building for boat repair, an attached office, detached bathroom facilities, and 2 small outbuildings. The remaining area on the property is packed gravel or concrete with a small amount of maintained grass along the access road. The basin shoreline is stabilized with a steel sheet pile bulkhead with a 25' wide concrete walk on the landward side. The bulkhead and concrete walk are similar to many of the other properties in the Park Authority. A 23' by 64' boat haul out facility with a travel lift is located at the upstream end of the property. Existing water depth at the end of the haul out is -14' below the Normal Water Level (NWL). The remainder of the 238.5' of shoreline on the site is developed with 7 finger piers and 12 tie pilings establishing 8 fixed slips. The project site is bordered to the northwest by the US Coast Guard (Aids to Navigation Team) and to the southeast by Wanchese Trawl and Supply. Both sites are heavily developed similarly to the project site. The site is t7' above the normal water level. The Estuarine Water of the manmade basin (Mill Creek) is classified as SC by the Environmental Management Commission and is closed to shellfishing. N. C. Seafood Industrial Park Authority - Wanchese c/o Bob Peele - Director Dare County Bluewater Yachts Outer Banks Sales Office Express Permit Review Program Page Two Project description The applicant proposes to install an 8' by 120' floating platform adjacent the downstream side of the existing haul out facility to provide a staging area for the haul out. The existing 2 finger piers and tie pilings (representing 2 fixed slips) adjacent the haul out will be removed to allow room for the floating dock. The floating dock will provide side to mooring for 2 vessels. The applicant has had difficulty in the past during wind events getting boats into the haul out and lifted with the travel lift. The proposed floating dockwill aid in lining the boats up in the haul out and provide a staging area before and after launch or retrieval. The 120' length of the proposed floating dock is just under the % width (120.71') of the basin at this location. The existing water depth at the end of the proposed floating dock is -15' below the NWL. The project as proposed will result in no net change in the total number of slips (8) at the site. Anticipated impacts The project as proposed will result in the shading of 960 ft2 of manmade basin bottom associated with the floating dock installation. No new impervious surface is proposed with this project. The project will result in localized turbidity as a result of the construction activities. David W. The platform will be used to stage yachts for haul out at the Bluewater Yachts Outer Banks Sales Office (Bluewater). The project is located in the Wanchese Seafood Industrial Park in Wanchese, Dare County, and approximately centered around latitude 35.8395904° north and longitude 75.6222718° west. A copy of the USGS Topographic Quadrangle-Wanchese, with the site identified, has been included. Bluewater currently uses eight slips (located in front of Lots 18, 19 and 19a) and a boat haul out to offer sales and service of vessels. The proposed project will decrease the fixed slips from eight to six and add two transient slips and 1,000 sf of floating platform area for the staging of boats for haul out and maintenance. Lots 19, 19a and 18 are held in common ownership. Proposed Work Requiring CAMA Major Permitting Proposed activities associated with the development, which require CAMA Major permitting include the installation of one 120 by eight feet long floating platform, which will create two side to slips, and the removal of two slips including finger piers and pilings. The platform will be similar to other floating platforms installed throughout the Seafood Park.. The floating platform and pilings will be installed by barge. No wetlands will be crossed or impacted during construction of the marina expansion. All materials and equipment will be stored on site and within the harbor. Stormwater Management Stormwater at the Wanchese Seafood Industrial Park is handled via a network of engineered swales and infiltration ponds. The proposed work is entirely within the Public Trust and does not involve any impervious development. Water and Sewer Potable water is provided by the Wanchese Seafood Industrial Park water distribution system. Sewer is handled on site via a conventional septic tank and drain field.
