Director Division of Water Quality March 4, 2003 Mr. Colton Carawan, Property Manager A Place at the Beach — Atlantic Beach, Inc., Southwinds Condominiums Post Office Box 818 E Atlantic Beach, North Carolina 28512 Subject: Southwinds Wastewater Treatment Facility Installation of Tertiary Filter Permit vo. CountQy0018992 Carteret Dear Mr. Carawan: The subject permit, issued August 6, 2001, and modified November 21, 2 00 1, contains a requirement for replacing the tertiary filter within 18 months following permit issuance with a unit of modern design and function. The unit is to be capable of automatically activated backwash and is to be assisted with an air scour feature. The exposed piping associated with the tertiary filter is also to be replaced with rigid pipe that is resistant to sunlight and salt air. Replacement piping of three inch diameter or larger is to be ductile iron pipe and piping smaller than three inches is to be galvanized or stainless steel. A submittal has now been received on December 31, 2002, and modified February 20, 2003, for replacement of the tertiary filter unit. The proposed Pyradeck Polishing Filter unit, manufactured by Mack Concrete Industries, Inc., is a fixed media upflow system that does not utilize sand or other conventional filter media so air scouring is not advantageous. There are to be dual units with 96 square feet of media deck surface area each. Tanks are to be of precast concrete construction. Backwash is to be accomplished by dual Hydromatic SKV-50 backwash pumps with return to the flow equalization tank. Exposed piping is expected to meet the guidelines expressed in the referenced permit condition. Approval is granted for construction and operation of the proposed replacement tertiary filtration system and associated components. An engineers certification must be submitted upon completion of installation and prior to operation of the system. This unit will be incorporated into the treatment system description when the permit is reissued.
