SUBJECT: Application for CAMA Permit
S.R. Poole
Beaufort County
The Subject application has been reviewed for water quality
impacts and the following comments are offered:
a) The proposed project does require a 401 Water Quality
Certification but does meet the requirements of General
Certification No. 1272 for bulkhead construction.
b) It is recommended that the CAMA permit be specific
in limiting the depth of the boat basin to 4.5 feet.

8. Project summary 'lfie applicant is proposing to develop a 64 acre tract of land into
a 41 lot subdivision, with common area, boat basin, pier and bulkhead.
Fhvironn-enta 1 sett.
The applicant owns a 64 acre tract of land in Beaufort County adjacent to the
Pungo Creek. The property which is a mixture of agricultural lands, high wooded
areas, coastal wetlands, and wooded swamp wetlands, has an overall elevation of
+ 5.5' al.)ove, the normal water level. The coastal wetlands on the property are
located in a fringe along Pungo Creek and along a small gut adjacent to the proposed
common area. Wetlands present are Juncus roemerianus, artina cynosuroides, and a
mixture of other species. The majority of the property has been cleared for
agriculture.
The applicant has had plans to develop the tract into a subdivision for several
years. Already located on the property is a single family dwelling which is under
construction, a previously permitted boat basin, and a series of gravel roads.
Project Proposal
The applicant is proposing the following:
(1) The subdivision of 64 acres of land into 41 lots on which there will be 41
single family dwellings which will be served by septic tank sewage disposal systems.
Each lot will have an average size of 0.82 acres. Each lot will be served by an
individual well.
(2) 291e excavation of a 190' long by 50' wide by -4.5' deep at NWL boat basin. The
basin will be excavated in highground and connected to Pungo Creek. within the basin
will be a 20' ,aide by 50' long concrete boat ramp which will have a 3' wide by 50'
long pier on ea(-1). si At the ,TiC?Uth o thr, !-asin will Ibe two, 30' lc;nc id.'kXIJ j(-'tti(2S.
(3) The construction of + 600' of wooden bulkhead, of which + 70' will be constructed
along Pungo Creek and the remainder within the boat basin. That portion along Pungo
Creek will average + 2' beyond the NWL.
(4) Tt?e constt?..c-ti,>n ^` a 150' lone Y 8' wid< pier with a 30' at
the waterward end.
Environmental impact
The project as proposed should have a minimal environmental impact. No wetland
vegetation will be excavated or filled. Some short term turbidity may exist in
Pungo Creek when the basin is excavated.
