(3) The activity will be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction-related discharge.. NOTE: Permanent reflectors should be attached to the structure in order to make it more visible during hours of darkness or inclement weather. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. NARRATIVE DESCRIPTION: The applicant's property is located at 100 Ann Street in Beaufort, Carteret County on Beaufort Channel. Man-made features on the tract include a single-family residence and an existing old pier. The proposed project is a 86' x 4' pier over Spartina alterniflora marsh and inter-tidal area which connects to a 12' x 6' floating dock at the mean low water mark. Also associated with the floating dock will be four mooring pilings. Water depths range from 3' to 121. However, the applicant proposes to only go out to the 1.5' mean low water mark. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) The proposed project is a 86' x 4' pier over Spartina alterniflora marsh and inter-tidal area which connects to a 12' x 6' floating dock at the mean low water mark.
